Job Overview:
The position involves working on the ICT Transforming Education in Africa project, specifically focusing on enhancing the use of information and communication technologies (ICT) in education within Tanzania. The consultant will be responsible for assessing and upgrading existing e-learning platforms, e-libraries, and Learning Management Systems (LMS) to ensure they align with national educational goals and effectively support teachers and students in utilizing ICT tools. The project aims to achieve Sustainable Development Goal 4 (SDG 4) by ensuring that educational resources are accessible and effectively used by both teachers and students. The consultant will conduct a comprehensive mapping of current platforms, assess their functionalities, and develop specifications for upgrades to enhance their effectiveness in supporting digital learning initiatives.

Duties and Responsibilities:
  • Conduct a comprehensive mapping and review of existing e-learning platforms, e-libraries, and LMS in Tanzania, assessing their functionalities, accessibility, and alignment with the curriculum.
  • Develop a set of functional and technical specifications for upgrading the TIE e-learning platforms based on the review and mapping process.
  • Upgrade the TIE digital learning platforms by implementing the approved specifications, ensuring they meet the functional requirements for teachers and students.
  • Pilot the upgraded platforms through workshops and sessions to gather feedback from users and make necessary revisions.
  • Finalize the upgraded LMS by incorporating feedback from the pilot phase and conducting thorough testing to ensure usability and alignment with educational objectives.
  • Prepare detailed reports summarizing findings, recommendations, and outcomes of the assignment.

Required Qualifications:
The ideal consultant or consulting firm should have a proven track record in systems development, particularly in the education sector. Experience in conducting comprehensive reviews of e-learning platforms, e-libraries, and LMS is essential. The consultant should demonstrate expertise in ICT solutions for education, including familiarity with international standards and frameworks for e-learning platforms. Project management expertise is also required, with experience in managing multi-phased projects. The consulting firm must include a team of consultants with relevant qualifications, including degrees in ICT, education, or related fields, and a minimum of 5-7 years of professional experience in areas such as ICT and digital learning systems architecture, education technology, data analysis, and project management.

Educational Background:
Candidates should possess relevant degrees in fields such as Information and Communication Technology (ICT), Education, or related disciplines. Advanced degrees or certifications in educational technology or project management would be advantageous.

Experience:
Candidates should have a minimum of 5-7 years of professional experience in systems development, particularly in the education sector. Experience working with national education systems, especially in Tanzania or other Sub-Saharan African countries, is highly desirable. Demonstrated experience in providing consultancy services for educational institutions is also required.

Languages:
Excellent proficiency in both oral and written English is mandatory. Knowledge of the Kiswahili language is considered an added advantage, as it may facilitate communication with local stakeholders and enhance the effectiveness of the project.
