Job Overview:
The Gender & Development Manager is a senior strategic position that reports to the Representative and collaborates closely with the Deputy Representative for Programmes. This role is crucial in aligning the Country Programme 2024-2028 with the Gender Action Plan (GAP) 2022-202
  • The Manager is responsible for providing technical advice to senior management, integrating gender, race, and ethnicity approaches across UNICEF programmes, and advocating for these inclusions in national child rights policies. The position involves overseeing the development, implementation, and monitoring of high-quality GRE programming, ensuring that interventions contribute to gender equality and support indigenous and traditional populations. The Manager will also support senior programme colleagues in advancing gender priorities and lead cross-sectional collaboration on key programmatic results.

Duties and Responsibilities:
  • Support senior programme colleagues and management in advancing one or more of the five Targeted Gender Priorities in the Gender Action Plan.
  • Work with UNICEF sectors to mainstream gender by prioritizing key gender results.
  • Design and implement a gender, race, and ethnic equality strategy to support programme results.
  • Lead collaboration on programmatic results related to gender, race, and ethnicity.
  • Ensure effective measurement and reporting of gender, race, and ethnicity results.
  • Conduct assessments, planning, capacity building, and knowledge management on gender, race, and ethnicity.
  • Provide guidance on gender needs for emergency preparedness and response.

Required Qualifications:
  • Advanced university degree (Masters or higher) in relevant fields such as Social Sciences, public health, public policy, or international development.
  • Minimum eight years of progressively responsible professional experience in gender and development programming.
  • Strong technical, programmatic, and research skills in gender, with expertise in at least one relevant sector.
  • Proven ability to connect sectoral issues with gender, race, and ethnicity programming.
  • Experience in humanitarian contexts is an asset.
  • Excellent analytical, conceptual, and project design skills.
  • Demonstrated experience in rigorous research and analysis on gender.

Educational Background:
Candidates must possess an advanced university degree (Masters or higher) in Social Sciences, public health, public policy, public administration, international development, or a related field relevant to UNICEF’s work.

Experience:
Candidates should have a minimum of eight years of progressively responsible professional experience, demonstrating a track record in leading substantive programming and research on gender and development. Experience in emergency response and familiarity with developing country contexts are desirable.

Languages:
Fluency in English and Portuguese is required. Knowledge of Spanish is considered an asset.
