Job Overview: The Chief of the Compensation and Classification Section is responsible for overseeing the management of activities related to compensation and classification within the UN. This includes implementing the ICSC Methodology for establishing salaries for locally-recruited staff, classifying posts within the UN Secretariat, and managing the UN Global Centre for Human Resources. The role requires collaboration with various stakeholders, including Resident Coordinators and global staff federations, to present salary survey results and clarify methodologies. The Chief will also manage the work program of the section, ensuring high-quality outputs and compliance with relevant mandates, while preparing reports for intergovernmental bodies and contributing to the overall strategy and policy development of the UN.
Duties and Responsibilities: The Chief will plan and oversee the management of the Compensation and Classification Section, ensuring timely execution of substantive work programs. Responsibilities include developing relationships with key stakeholders, managing and supervising the section's work program, preparing reports, ensuring high-quality outputs, and carrying out administrative tasks necessary for the section's functioning. The Chief will also recruit staff, foster teamwork, represent the section at inter-agency meetings, and provide programmatic expertise at various meetings. Additionally, the Chief will monitor performance, provide feedback, and support the development of staff within the section.
Required Qualifications: Candidates must possess a strong knowledge of human resources management, compensation, and job classification. They should demonstrate the ability to produce technical reports, apply UN regulations, and maintain high standards of work. The role requires strong leadership skills, the ability to manage performance effectively, and a commitment to gender balance and diversity in staffing.
Educational Background: An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, finance, accounting, or law is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of ten years of progressively responsible experience in human resources management, policy development, compensation, job classification, or related fields is required. At least five years of supervisory experience and five years of experience in an international organization are also required. Experience in business process improvement, change management, and conducting salary surveys is desirable.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations. Knowledge of another official UN language is considered an advantage, enhancing the candidate's profile for the position.
