Job Overview: The Procurement Senior Officer plays a crucial role in the effective delivery and implementation of strategic and effective procurement services for a select group of technically complex goods, services, and works. This position is vital in ensuring compliance with UNOPS Financial Rules and Regulations and procurement policies, while also focusing on risk management and obtaining the best value for money. The officer will work closely with project managers and government officials to ensure that procurement processes are efficient and effective, contributing to the overall success of the projects undertaken by UNOPS in Moldova. The role requires a strong understanding of international public procurement practices and the ability to navigate complex procurement challenges while maintaining high ethical standards and a client-focused approach.
Duties and Responsibilities:
Implementation of transactional procurement: The Procurement Senior Officer will manage procurement processes for a select group of technically complex goods and services, ensuring compliance with UNOPS rules and regulations. This includes the entire procurement cycle from strategy and planning to contract management.
Management of procurement processes: The officer will establish and monitor procurement plans, manage the procurement of goods and services, and ensure timely delivery. This includes organizing requests for quotations (RFQ), invitations to bid (ITB), and requests for proposals (RFP), as well as evaluating submissions and negotiating contracts.
Implementation of sourcing strategy and e-procurement tools: The officer will develop and manage supplier rosters and utilize e-procurement tools to enhance procurement efficiency.
Facilitation of knowledge building and sharing: The officer will organize training initiatives for Business Unit personnel on procurement-related topics and contribute to knowledge networks within the organization.
Impact of Results: The officer's work will directly affect the efficiency of procurement management, ensuring timely availability of goods and services, which in turn enhances UNOPS' credibility and effectiveness as a service provider.
Required Qualifications: The ideal candidate must possess a strong understanding of international public procurement, with a minimum of two years of professional experience in this field. A Master's degree in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, Economics, or a related field is required. Alternatively, a first-level university degree combined with four years of relevant experience may be accepted. Certification from the Chartered Institute of Supply and Management (CIPS) or similar is a distinct advantage. Candidates should also have experience in managing construction works and infrastructure tenders, as well as familiarity with UN system organizations.
Educational Background: Candidates must have an advanced degree or equivalent in a relevant field such as Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, or Economics. A first-level university degree may be accepted in lieu of an advanced degree if accompanied by sufficient relevant experience. Certification from recognized procurement bodies is highly desirable.
Experience: A minimum of two years of professional experience in international public procurement is required for candidates with a Master's degree, or four years for those with a first-level university degree. Experience in managing construction works and infrastructure tenders is highly desirable, along with experience working with diverse stakeholders in both developing and developed countries. Familiarity with the UN system is a plus, as is proficiency in using office software packages.
Languages: Fluency in English and Romanian is mandatory for this position. Knowledge of another official UNOPS language, preferably Russian, is considered an asset.
Additional Notes: This position is local and open to nationals of the Republic of Moldova or individuals with a valid residence/work permit. The contract type is an ICA (Individual Contractor Agreement) at the Local ICA Specialist level, with an open-ended duration subject to organizational requirements, availability of funds, and satisfactory performance.
