Job Overview:
The position of International Consultant for Digital Needs Assessment within the Maldivian Judiciary is designed to assess the digital needs of the judiciary system in the Maldives. The consultant will be responsible for evaluating the current digital infrastructure, identifying gaps, and providing recommendations for improvements. This role is crucial in enhancing the efficiency and effectiveness of the judiciary through digital transformation. The assignment is set to take place from February 10, 2025, to May 31, 2025, encompassing a total of 52 working days. The consultant will work closely with judiciary officials and stakeholders to gather data, analyze existing systems, and propose actionable strategies to implement digital solutions that align with the judiciary's objectives.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the current digital infrastructure of the Maldivian Judiciary, including hardware, software, and processes.
  • Identify key areas for improvement and potential digital solutions that can enhance the efficiency of judicial processes.
  • Engage with judiciary officials, staff, and other stakeholders to gather insights and feedback on their digital needs and challenges.
  • Develop a detailed report outlining findings from the assessment, including recommendations for digital tools and systems that can be implemented.
  • Present findings and recommendations to the judiciary and relevant stakeholders, facilitating discussions on the proposed digital transformation strategies.
  • Provide guidance on best practices for implementing digital solutions within the judiciary, ensuring alignment with international standards and practices.
  • Assist in the development of a roadmap for the implementation of recommended digital solutions, including timelines and resource requirements.

Required Qualifications:
  • Proven experience in conducting digital needs assessments, particularly within governmental or judicial contexts.
  • Strong understanding of digital transformation processes and technologies relevant to the judiciary.
  • Excellent analytical skills with the ability to synthesize complex information into actionable recommendations.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the legal and judicial systems in the Maldives or similar contexts is an advantage.

Educational Background:
A Master's degree in Information Technology, Public Administration, Law, or a related field is required. Additional certifications in digital transformation or project management would be beneficial.

Experience:
A minimum of 5 years of relevant experience in digital transformation, particularly in the public sector or judiciary. Experience working with international organizations or UN agencies is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of Dhivehi or other local languages would be an asset but is not required.
