Job Overview: The Finance Officer position at UNOPS involves providing critical advisory, management, and planning services to ensure the compliant administration and management of the Business Unit’s financial resources. The role is under the direct supervision of the Finance Manager and Senior Project Manager, focusing on budget, treasury, and cash management. The Finance Officer will play a key role in overseeing financial activities, ensuring compliance with UNOPS Financial Rules and Regulations, and providing value-added advisory services. The position is integral to the successful implementation of a significant project aimed at improving the penitentiary system in Moldova, specifically the construction of a new remand facility to replace the overcrowded Prison no. 13 in Chișinău, which is expected to enhance the conditions for pre-trial detainees and align with European standards.
Duties and Responsibilities: The Finance Officer will be responsible for the following duties:
Implementation of operational strategies and procedures, ensuring compliance with UNOPS Financial Rules and Regulations.
Budget preparation and management, including coordination of budget submissions, monitoring expenditures, and providing guidance on budgetary requirements.
Cash management and treasury oversight, including liquidity management, bank relationship management, and timely accounting of transactions.
Accounts and payments management, ensuring accurate processing of vouchers, payrolls, and travel claims, as well as maintaining the General Ledger.
Knowledge building and sharing, organizing training initiatives for personnel on finance-related topics.
Team management, facilitating high-quality results through effective performance management and coaching.
Required Qualifications: Candidates must possess a Bachelor's Degree or equivalent in Business Administration, Accounting, Finance, Economics, or related fields. A Master's Degree in these areas or certification in Public Accountancy (CPA) or Association of Chartered Certified Accountants (ACCA) is considered an asset. Additionally, candidates should have a minimum of one year of progressive experience in budget and financial management, preferably within an international organization. Knowledge of UNOPS/UN financial rules and regulations and experience using an ERP system (preferably Agresso) are also required. Proficiency in MS Office and/or G Suite with advanced spreadsheet skills is essential.
Educational Background: The educational background required for this position includes a Bachelor's Degree in relevant fields such as Business Administration, Accounting, Finance, or Economics. A Master's Degree in these areas is advantageous, as is certification in Public Accountancy (CPA) or ACCA. These qualifications ensure that the candidate has a solid foundation in financial principles and practices necessary for the role.
Experience: The position requires at least one year of progressive experience in budget and financial management. Experience in project accounting and preparation of financial statements within an international organization is highly desirable. Familiarity with UNOPS/UN financial rules and regulations, as well as experience using an ERP system, is also essential for success in this role.
Languages: Fluency in written and oral Romanian and English is mandatory for this position. Knowledge of another official UNOPS language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse work environment.
Additional Notes: The contract type for this position is an Individual Contractor Agreement (ICA) at the Local ICA Specialist level. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
