Job Overview:
The Financial and Administrative Officer is responsible for providing a range of administrative management support activities for the UNESCO office in N'Djamena. Reporting directly to the Coordinator of the office and working closely with the Chief Operations Manager of the Regional Office in Yaoundé, the incumbent will also have a functional reporting line to the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General for Administration. The role involves ensuring compliance with UNESCO's policies, rules, and procedures regarding budget, finance, and human resources. The officer will maintain an appropriate system for inventory, filing, and record-keeping, oversee the maintenance of premises, equipment, furniture, and vehicles, and represent the office within the organizational management team established by the United Nations team.

Duties and Responsibilities:
The Financial and Administrative Officer will advise and support the head of the UNESCO office in N'Djamena on all administrative, budgetary, financial, human resources, premises, and security matters. Responsibilities include ensuring compliance with UNESCO's policies and procedures, maintaining an inventory and filing system, supervising the maintenance of facilities and equipment, advising on budget preparation, monitoring voluntary contributions, ensuring financial resources are accurately accounted for, acting as a certifying officer for financial transactions, advising on personnel matters, maintaining the organizational chart and staff lists, and overseeing the logistics and security of the office.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in finance, business administration, accounting, or a related field. A minimum of 4 years of relevant professional experience in administration, finance, or accounting is required, with at least 2 years at the international level. Candidates should demonstrate the ability to identify problems and formulate recommendations, possess knowledge of UNESCO's institutional mandates, and have experience in leading and motivating staff. Strong problem-solving skills in human resources, finance, and budgeting are essential, along with the ability to provide timely quality support and adapt to changing contexts.

Educational Background:
A Master's degree or equivalent in finance, business administration, accounting, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties effectively.

Experience:
Candidates should have a minimum of 4 years of relevant professional experience in administration, finance, or accounting, with at least 2 years of this experience at the international level. This level of experience is crucial for understanding the complexities of working in an international organization and managing diverse teams and projects.

Languages:
Excellent knowledge of French (oral and written) is mandatory for this position. Knowledge of another official UNESCO language (English, Arabic, Chinese, Russian, Spanish) is desirable and would enhance the candidate's profile.
