Job Overview: The consultant will play a pivotal role in addressing the rapidly changing population dynamics in Nepal, which presents both challenges and opportunities for achieving the goals outlined in the International Conference on Population and Development (ICPD) agenda. The position requires innovative communication solutions to tackle issues such as limited access to sexual and reproductive health and rights, gender-based violence, and the need for skill development among women and adolescent girls. The consultant will provide technical advice to senior management and program teams, develop communication products, and support the implementation of effective communication plans. This role is essential for engaging a wide range of stakeholders, including vulnerable groups, and reinforcing partnerships across various sectors to respond to emerging development challenges effectively.
Duties and Responsibilities:
Map out key stakeholders and audiences, analyzing their positions and attitudes to assess the feasibility of communication networks.
Assess existing communication dynamics and recommend appropriate channels for promoting UNFPA's mandate.
Evaluate the communication capacity of partner institutions and deliver capacity-building programs.
Prepare strategic policy documents, including briefs and op-eds, to consolidate UNFPA's position in Nepal.
Develop new program proposals in collaboration with program teams, ensuring alignment with donor requirements.
Produce regular corporate results-based reports and support updates to strategic approaches and risk parameters.
Create high-level policy-based content, including political briefs and speeches, ensuring consistent messaging.
Provide technical support to the Communication Analyst and Senior Management in developing a communication strategy.
Review and finalize external communication materials for quality control. 1
Develop monitoring tools to collect data on communication activities. 1
Work with thematic teams to implement communication strategies that enhance UNFPA's visibility. 1
Conduct monthly English writing skill training for UNFPA staff, particularly those in provinces.
Required Qualifications:
Minimum of 15 years of professional experience in communication for international development programs.
Strong track record in developing project proposals and drafting final project documents.
Solid understanding of communication tools and techniques, with the ability to analyze and use research data.
Extensive experience in government-level external relations and understanding donor funding requirements.
Proven experience in leading corporate reporting at country office and programmatic levels.
Demonstrated ability to produce policy analysis, speeches, and briefings for high-level representatives.
Educational Background: A minimum of a master’s degree in communications, journalism, or a related field is required. A PhD could be an asset, enhancing the candidate's qualifications for the role.
Experience: Candidates must possess a minimum of 15 years of professional experience in communication, particularly within international development contexts. This experience should include a strong background in project proposal development and a comprehensive understanding of the UN system, especially UNFPA's mandate and operations.
Languages: Excellent writing and presentation skills in English are mandatory. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders.
