Job Overview:
The Project Coordinator will play a crucial role in the implementation of the project 'Reduce Gender-based Violence and harmful practices through Gender Responsive Governance' funded by AICS. This position is responsible for ensuring the timely and quality execution of project activities, work planning, and engagement with relevant technical expertise and responsible parties. The Project Coordinator will monitor and report on project progress, ensuring that all activities align with the project document and workplan. The role requires close collaboration with national authorities, municipalities, development actors, civil society organizations, and other key stakeholders focused on gender equality and gender-based violence. The Project Coordinator will also support the management of financial resources in accordance with UNFPA rules and regulations, contribute to the development of technical documents, and facilitate partnerships at the country level. This position demands a proactive approach to problem-solving and the ability to adapt to emerging circumstances while maintaining a focus on achieving project objectives.

Duties and Responsibilities:
The Project Coordinator will be responsible for the following duties:
  • Ensure timely and adequate implementation of project activities according to the project document and workplan.
  • Design, oversee, and coordinate the implementation of relevant project activities with implementing partners, targeted municipalities, and the project team.
  • Maintain close communication and provide overall coordination with national authorities, targeted municipalities, development actors, civil society organizations, and other key stakeholders working on Gender Equality and Gender-based Violence.
  • Monitor the proper use of funds according to signed agreements, budgets, and work plans.
  • Provide support to implementing partners to manage related outputs and activities, including reviewing partners’ reports and providing technical support and capacity building for improved results-based reporting.
  • Regularly monitor project activities and contribute to overall project reporting, ensuring timely submission of quality progress reports and agreed-upon monitoring deliverables.
  • Adjust planned activities as necessary in response to emerging circumstances.
  • Support the management of project financial resources in accordance with UNFPA rules and regulations.
  • Contribute to the development of technical documents, including implementation/action plans for project activities and terms of reference. 1
  • Manage project files and support information collection and dissemination. 1
  • Build partnerships at the country level and coordinate with relevant stakeholders as necessary. 1
  • Contribute to UNFPA bi-annual monitoring reporting and annual reporting. 1
  • Provide programmatic and technical support to UNFPA in Albania as needed.

Required Qualifications:
The ideal candidate for the Project Coordinator position should possess the following qualifications:
  • Completed University degree in demography, sociology, social work, gender equality, psychology, public policies, or a related discipline.
  • At least 7 years of progressive experience in coordinating, implementing, monitoring, and evaluating projects, particularly focusing on gender equality, demography, social development, public policy, or sociology.
  • Sound experience in implementing projects related to gender mainstreaming, social inclusion and protection, and gender-responsive budgeting.
  • Proven track record in reporting and communicating results, as well as developing program and project planning documents.
  • Experience in building partnerships with governments, donors, media, and civil society organizations at the country level.
  • Familiarity with UN procedures and working methods is an asset.
  • Proficiency in current Microsoft Office applications, especially Microsoft Excel and Word.
  • Experience in using ERP systems (e.g., PeopleSoft, Oracle, SAP) or similar computerized applications is desirable.
  • Knowledge of population and/or gender issues is an asset.

Educational Background:
Candidates must have a completed University degree in a relevant field such as demography, sociology, social work, gender equality, psychology, public policies, or a related discipline. This educational background is essential for understanding the complexities of gender issues and the social dynamics involved in project implementation.

Experience:
Candidates should have at least 7 years of progressive experience in coordinating, implementing, monitoring, and evaluating projects, particularly with a focus on gender equality, demography, social development, public policy, or sociology. This level of experience is crucial for effectively managing the project and ensuring its success.

Languages:
Fluency in both written and spoken English and Albanian is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and team members, as well as for reporting and documentation purposes.
