Job Overview:
The position of Consultant for the Elaboration of an Investment Plan for the Climate Agenda in Cameroon involves developing a comprehensive investment strategy that aligns with the national climate agenda. The consultant will be expected to analyze existing climate policies, assess investment needs, and propose actionable recommendations to mobilize resources for climate initiatives. This role requires a deep understanding of climate finance, investment planning, and the socio-economic context of Cameroon. The consultant will work closely with various stakeholders, including government agencies, NGOs, and the private sector, to ensure that the investment plan is inclusive and effectively addresses the climate challenges faced by the country. The consultant will also be responsible for drafting reports and presenting findings to relevant stakeholders, ensuring that the investment plan is well-communicated and understood.

Duties and Responsibilities:
  • Conduct a thorough analysis of the current climate policies and investment landscape in Cameroon.
  • Identify key areas for investment that align with the national climate agenda and sustainable development goals.
  • Engage with stakeholders to gather insights and build consensus on investment priorities.
  • Develop a detailed investment plan that outlines specific projects, funding sources, and implementation strategies.
  • Prepare comprehensive reports and presentations to communicate findings and recommendations to stakeholders.
  • Monitor and evaluate the progress of the investment plan implementation, providing feedback and adjustments as necessary.
  • Facilitate workshops and meetings to discuss the investment plan and gather further input from stakeholders.
  • Ensure that the investment plan incorporates gender considerations and promotes social equity.
  • Collaborate with UNDP and other partners to align the investment plan with international climate finance mechanisms.

Required Qualifications:
  • Proven experience in climate finance, investment planning, or related fields.
  • Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the climate agenda and sustainable development goals, particularly in the context of Cameroon.
  • Experience working with international organizations, government agencies, or NGOs is an advantage.
  • Ability to work independently and manage multiple tasks effectively under tight deadlines.

Educational Background:
A Master's degree in Environmental Science, Climate Change, Economics, Public Policy, or a related field is required. A PhD or equivalent experience in a relevant area would be an asset.

Experience:
The position requires a minimum of 5 years of relevant professional experience in climate finance, investment planning, or related fields. Experience in developing investment plans or strategies for climate initiatives is highly desirable.

Languages:
Fluency in French is mandatory, as it is the official language of Cameroon. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and partners. Knowledge of local languages may be an advantage.

Additional Notes:
The consultancy is expected to last for a period of 80 days. The position is open to both national and international candidates. The consultant will be compensated based on their experience and qualifications, in accordance with UNDP's remuneration policies. The consultant is expected to work remotely, with possible travel to Cameroon for stakeholder engagement and workshops.
