Job Overview:
The position of Consultant for the Development of a Capacity Building Plan for Actors Involved in the Implementation of the PNC (National Climate Plan) and CDN 3.0 (Nationally Determined Contributions) is crucial for enhancing the capabilities of stakeholders in Cameroon. The consultant will be responsible for assessing the current capacities of various actors, identifying gaps, and formulating a comprehensive plan that addresses these gaps. This role requires a deep understanding of climate change policies, stakeholder engagement, and capacity development strategies. The consultant will work closely with UNDP and local stakeholders to ensure that the plan is aligned with national priorities and international commitments. The mission is expected to last for 20 days, during which the consultant will conduct interviews, workshops, and consultations to gather relevant information and insights.

Duties and Responsibilities:
  • Conduct a thorough assessment of the current capacities of stakeholders involved in the implementation of the PNC and CDN 3.
  • Identify key gaps in knowledge, skills, and resources among the actors.
  • Develop a detailed capacity building plan that outlines specific interventions, timelines, and responsible parties.
  • Facilitate workshops and training sessions to engage stakeholders and gather input for the capacity building plan.
  • Collaborate with UNDP and other partners to ensure the plan is comprehensive and actionable.
  • Prepare a final report that summarizes findings, recommendations, and the proposed capacity building plan.
  • Ensure that the plan is aligned with national and international climate change frameworks and policies.

Required Qualifications:
  • Proven experience in capacity building, particularly in the context of climate change and environmental management.
  • Strong understanding of the PNC and CDN processes in Cameroon.
  • Excellent facilitation and communication skills, with the ability to engage diverse stakeholders.
  • Experience in conducting assessments and developing strategic plans.
  • Knowledge of UNDP policies and procedures is an advantage.

Educational Background:
A Master's degree in Environmental Science, Climate Change, Development Studies, or a related field is required. Additional certifications in capacity building or project management would be beneficial.

Experience:
A minimum of 5 years of relevant experience in capacity building, climate change policy, or related fields is required. Experience working with governmental and non-governmental organizations in Cameroon or similar contexts is highly desirable.

Languages:
Fluency in French is mandatory, as the position requires communication with local stakeholders. Proficiency in English is an asset, as it may be necessary for reporting and communication with international partners.

Additional Notes:
The contract duration for this consultancy is 20 days. The position is part-time, and the consultant will work remotely, with the possibility of in-person meetings as required. Compensation will be based on the consultant's experience and the UNDP's remuneration policies. The consultant is expected to submit a detailed proposal outlining their approach to the assignment.
