Job Overview:
The Program Deputy Field Coordinator (P-DFC) is responsible for designing the local programmatic strategy and promoting the integration of SI's core sectors, innovative approaches, and key partnerships to enhance efficiency. The P-DFC supports the Field Coordinator (FC) as SI's external representative to all program-related stakeholders, including local authorities, NGOs, and international operators. This role involves maintaining an updated partners' mapping and serving as the local focal point for partnerships, ensuring the effective rollout of the partnership strategy, and closely monitoring activities and budgets transferred to partners. The P-DFC will also initiate future project proposals based on continuous local needs analysis and ensure quality checking of reporting data for both internal and external reports. The position is critical due to the new program team setup and the various interlocutors involved, as well as the security" style="border-bottom: 1px dotted #007bff !important;">security constraints present in frontline areas.

Duties and Responsibilities:
  • Design and implement the local programmatic strategy in alignment with SI's objectives.
  • Promote the integration of core sectors and innovative approaches within the program.
  • Act as the external representative of SI to local authorities, NGOs, and other stakeholders.
  • Maintain an updated mapping of partners and manage relationships with them.
  • Monitor activities and budgets transferred to partners to ensure compliance and effectiveness.
  • Initiate project proposals based on local needs assessments.
  • Conduct quality checks on reporting data for internal and external use.
  • Facilitate the implementation of the project management cycle and tools.

  • Address security constraints and ensure the safety of staff and operations in frontline areas.

Required Qualifications:
  • A degree in international studies, development, or humanitarian studies.
  • A minimum of 3 years of experience in the humanitarian sector.
  • At least 2 years of experience in a similar position.
  • Basic knowledge of at least one of SI's sectors, preferably WASH or Shelter.
  • Experience in proposal writing, strategy development, and needs assessment.
  • Strong analytical skills and change management capabilities.
  • Pedagogical skills to facilitate training and knowledge transfer.

Educational Background:
Candidates must possess a degree in international studies, development, or humanitarian studies. This educational background is essential for understanding the complexities of humanitarian work and the specific challenges faced in the field.

Experience:
The position requires more than 3 years of experience in the humanitarian sector, with at least 2 years in a similar role. This experience is crucial for effectively managing programs and navigating the challenges of working in conflict-affected areas.

Languages:
Fluency in English is mandatory. Proficiency in Ukrainian and/or Russian is considered an asset, while knowledge of French is also advantageous. These language skills are important for communication with local partners and stakeholders.

Additional Notes:
The position is a short-term contract with a desired start date of April 24, 2025, and a duration of 1 year. The salary starts from EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 700 is provided. SI covers accommodation costs and travel expenses for expatriates. The organization implements a break system, allowing for time off every three months, along with a break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, dental, and repatriation costs.
