Job Posting Organization:
The UNOPS South East Asia Multi-Country Office (EAPMCO) was established in January 2023, following the merger of the Thailand Multi-Country Office and the Cambodia Multi-Country Office. It supports, develops, and oversees a portfolio of projects across 24 countries in the South East Asia and Pacific regions. The head office is located in Bangkok, and it comprises nine business units, including EAPMCO Indonesia. In 2024, the office implemented projects worth over USD 80 million in various sectors such as energy transition, digital transformations, and climate change, among others. The organization aims to provide strategic direction and operational support while ensuring quality standards across its locations.

Job Overview:
The Programme Management Officer will be positioned within the Indonesia office of the Southeast Asia Energy Transition Partnership (ETP), which focuses on supporting the transition towards modern energy systems in Indonesia, the Philippines, and Vietnam. The role involves effective management of ETP programs in Indonesia, ensuring compliance with UNOPS regulations, and contributing to the achievement of the UN’s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives. The incumbent will report to the Senior Programme Manager and will be responsible for coordinating with various stakeholders, managing resources, and facilitating knowledge sharing within the energy transition domain.

Duties and Responsibilities:
  • Programme Implementation: Act as the primary focal point for the ETP program in Indonesia, ensuring effective reporting and coordination with stakeholders. Build and maintain relationships with public and private sector stakeholders, facilitate resource mobilization, and support knowledge management initiatives.
  • Coordination Functions: Provide guidance for ETP activities, promote teamwork, implement annual work plans, and support programmatic reporting.
  • Programme/Portfolio Development and Management: Report on national energy transition concerns, lead the formulation of country work plans, oversee fund allocations, and ensure quality control in project implementation.
  • Resource Mobilization and Partnerships: Develop strategies for stakeholder engagement, analyze donor interests, and support resource mobilization activities.
  • Knowledge Management: Document success stories, facilitate knowledge exchange, and support capacity building for stakeholders.

Required Qualifications:
Candidates must possess a minimum of five years of relevant experience in the energy sector, particularly in energy transition and climate issues. Proficiency in standard computer software is required, along with a full working knowledge of English. Knowledge of local languages in ETP operation countries is advantageous, and familiarity with other UN languages is considered an asset.

Educational Background:
An advanced university degree (Master’s or equivalent) in fields such as Energy Policy, Economics, Engineering, Environmental Economics, Development, Finance, or Business Administration is preferred. A first-level university degree (Bachelor’s or equivalent) in these fields, combined with two additional years of relevant experience, may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of relevant experience in the energy sector, focusing on energy transition, climate issues, and development work. Candidates should have experience in program management and specialized knowledge in energy transition thematic areas at the national level.

Languages:
Fluency in English is mandatory. Knowledge of local languages in the countries where ETP operates is an advantage, and knowledge of other UN languages is considered an asset.

Additional Notes:
The contract type is a Local ICA Contract at level ICS 10 / LICA-10, with an ongoing duration subject to organizational requirements and satisfactory performance.
