The consultant's primary role is to provide overall coordination and technical guidance for implementing the planned Comprehensive security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Nutrition Surveys (CFSNS) in Liberia. This position requires a deep understanding of the local context, including cultural, social, and economic factors that may influence the survey's design and implementation. The consultant will be responsible for coordinating with various stakeholders, conducting capacity-building activities, managing data collection processes, and ensuring that the survey materials are culturally appropriate. The consultant will also play a key role in data analysis and reporting, ensuring that the findings are representative at the county level and contribute to the National Food Security and Nutrition Strategy.
Duties and Responsibilities:
Coordination and Liaison: Act as a bridge between the international consultant and local stakeholders, including government agencies, NGOs, and community leaders. Coordinate literature reviews, secondary data analysis, and pilot testing of the questionnaire.
Capacity Building: Support training for survey staff and data entry personnel, focusing on methodologies, data analysis, and reporting.
Data Collection and Management: Supervise the data collection process, ensuring adherence to survey protocols and standards. Develop data entry masks and oversee data processing, ensuring quality checks.
Translation and Interpretation: Ensure survey materials are culturally relevant and that language barriers do not affect data quality.
Logistical Support: Handle logistical arrangements for field visits and ensure all resources for the survey are available.
Data Analysis and Reporting: Collaborate with the international consultant to analyze data and prepare reports, ensuring integrated analysis of food security, agriculture, and nutrition components.
Workshop Participation: Contribute to response analysis workshops and ensure timely publication and dissemination of the final report.
Required Qualifications:
Advanced university degree (Master's or equivalent) in social science, agricultural economics, demography, economics, nutrition, agriculture, public health, or a related field.
Minimum five years of experience in nutrition, food security, livelihoods, and statistics.
Extensive experience in food security and nutrition data analysis and its linkages with program decision-making.
Proven experience in conducting SMART nutritional surveys at the field level.
Proficiency in STATA, R, SPSS, Excel, and PowerPoint, with additional skills in CS-Pro, ArcGIS, EpiInfo, NutriSurvey, and SAS being advantageous.
Excellent analytical and report-writing skills, with a strong understanding of food security and agricultural surveys.
Knowledge of Sphere Standards in nutritional assessments is preferred.
Educational Background: Candidates must possess an advanced university degree, specifically a Master's degree or higher, in relevant fields such as social science, agricultural economics, demography, economics, nutrition, agriculture, or public health. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the CFSNS implementation.
Experience: The position requires a minimum of five years of progressively responsible experience in relevant fields, particularly in nutrition, food security, and livelihoods. Candidates should have extensive experience in data analysis related to food security and nutrition, as well as practical experience in conducting nutritional surveys in the field. This level of experience is crucial for the consultant to effectively manage the complexities of the survey and provide valuable insights into local conditions.
Languages: The consultant must have excellent writing and communication skills in English. Proficiency in additional local languages may be beneficial but is not mandatory. The ability to communicate effectively with various stakeholders, including government officials and community leaders, is essential for the success of the role.
Additional Notes: The position is home-based with a hybrid working arrangement of three months on-site and three months remote. The consultant is expected to provide their own ICT equipment or use the necessary computer equipment provided by UNICEF. The contract will be governed by UNICEF's regulations, and selected candidates will undergo rigorous reference and background checks. The consultant must ensure compliance with UNICEF's policies, including those related to confidentiality and safeguarding. The position does not offer staff benefits, and consultants are responsible for their tax liabilities. Selected candidates must confirm their fully vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
