Job Posting Organization:
The Initiative for Climate Action Transparency (ICAT) was established in 2015 during the COP that adopted the Paris Agreement. Its mission is to support the implementation of the Agreement’s Enhanced Transparency Framework by providing countries with tailored support and practical tools to build robust transparency frameworks necessary for effective climate action. ICAT operates globally, engaging with over 50 countries across Africa, Asia/Pacific, and Latin America and the Caribbean. The organization is managed by UNOPS on behalf of the Donor Steering Committee, which includes donors such as Austria, Canada, Germany, Italy, and the Children’s Investment Fund Foundation (CIFF). The Water, Environment and Climate Portfolio, part of UNOPS Global Portfolio Office, manages a portfolio of over USD 500 million to support key initiatives in climate action and environmental conservation.

Job Overview:
The Programme Manager position is located within the ICAT Secretariat in Bonn, Germany, specifically in the Country Support Team. This team is responsible for delivering support to countries through direct projects and regional climate action transparency hubs. The Programme Manager will work closely with more than 50 countries, primarily focusing on French-speaking nations, to implement tailored technical support. The role involves coordinating the implementation of country projects, developing the ICAT Toolbox, and contributing to knowledge sharing. The Programme Manager will report directly to the Senior Programme Manager and will be accountable for various duties related to programme management, country and regional engagement, and knowledge development.

Duties and Responsibilities:
The Programme Manager will have a comprehensive set of responsibilities, including:
  • Programme Management: Coordinating and implementing ICAT’s country and regional projects, reviewing project agreements, leading the development of work plans and budgets, ensuring compliance with project agreements, tracking programme progress, and preparing reports for stakeholders.
  • Country and Regional Engagement: Supporting the initiation and management of projects, building relationships with partner governments and organizations, participating in external meetings, and preparing materials for official events.
  • Development of the ICAT Toolbox: Contributing to the enhancement of the ICAT toolbox by drafting terms of reference for new tools, engaging with partners for translations, and ensuring coordination with implementing partners.
  • Knowledge Development and Sharing: Organizing meetings, supporting events, and maintaining knowledge-sharing tools to capture progress on country work and regional engagement.
  • Additional Duties: Performing any other tasks as assigned by the Senior Programme Manager.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in relevant fields such as environmental management, international relations, economics, or development studies. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) combined with two additional years of relevant professional experience may be accepted in lieu of the master’s degree. Candidates should have at least five years of relevant working experience in programme/project development or management related to climate change or environmental management, with at least one year of experience related to Nationally Determined Contributions or climate policies. A solid understanding of transparency in the context of the Paris Agreement is required, along with experience in international cooperation and capacity building.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in fields pertinent to climate action transparency and capacity-building, such as environmental management, international relations, or development studies. A first-level university degree (Bachelor’s degree or equivalent) may be accepted if combined with additional relevant professional experience.

Experience:
The position requires a minimum of five years of relevant working experience, which should include progressive experience in programme/project development or management related to climate change or environmental management. Candidates should also have at least one year of experience specifically related to Nationally Determined Contributions, climate policies, or policy impact assessments. Experience in international cooperation and working with developing countries is desirable, as is experience coordinating multiple stakeholders in an international context.

Languages:
Fluency in written and spoken English and French is mandatory for this position. Additionally, a working knowledge of another UN language such as Arabic, Chinese, Spanish, or Russian is considered an advantage.

Additional Notes:
The contract type for this position is an Individual Contractor Agreement (ICA) at the IICA 2/ICS 10 level. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
