Job Overview: The Programme Officer will be located within the Human Security and Civil Society Division (HSCSD) of the ECOWAS Commission in Abuja, Nigeria, and will report to the Principal Program Officer for Human Security and Civil Society Organization. This role involves bringing technical and managerial expertise to ensure effective implementation of programs related to women, peace, and security (WPS), including community peace initiatives under the USAID funded SRPS project. The officer will support the Principal Program Officer in ensuring that routine services and processes are properly implemented, while also coordinating actions under the work packages identified for the USAID funded SRPS Project. The position requires a proactive approach to building and managing relationships with national partners to support the implementation and expansion of the WPS action program, as well as contributing to knowledge building and communication efforts within the project.
Duties and Responsibilities: The Programme Officer will carry out a range of tasks aimed at providing project, policy, advocacy support, and technical expertise for the implementation of evidence-based WPS initiatives in West Africa and the Sahel. Key responsibilities include: implementing ECOWAS initiatives related to Women, Peace and Security; coordinating actions under the USAID funded SRPS Project; preparing reports and analytical documents; building and managing relationships with national partners; supervising the development of project documents; contributing to the work of the WPS Program; coordinating project activities with partners; providing technical support for alignment with other ECOWAS WPS projects; reviewing and validating strategic and operational reports; participating in planning and reporting of Monitoring & Evaluation Mechanism (MEM); and serving as a liaison between ECOWAS and USAID. The officer will also perform any other tasks assigned by the supervisor.
Required Qualifications: Candidates must possess a Bachelor’s degree or a Master’s degree in international relations and strategic studies, Gender studies, Development studies, Political science, or a related field from a recognized university. A minimum of five years of professional experience in managing WPS programs at national and regional levels is required, with a higher degree substituting for two years of work experience. Experience in developing and managing projects is essential, along with demonstrated experience in working with project management tools. Candidates should have experience in fragile or conflict-affected contexts, and five years of professional experience in planning, implementation, evaluation, and/or strategy design for programs or projects in the development cooperation or peace and security sectors is necessary. Additionally, three years of experience working with African regional organizations is an advantage, and candidates must provide samples of previous written work that demonstrate the quality of their writing.
Educational Background: The educational background required for this position includes a Bachelor’s degree or Master’s degree in relevant fields such as international relations and strategic studies, Gender studies, Development studies, Political science, or other related fields from a recognized university.
