Job Overview:
The Protection from Violence Programme Development Manager (PDM) will play a crucial role in designing, developing, and implementing the Protection from Violence Core Competency (CC) program in Nigeria. This position requires a highly qualified and resilient professional who can provide overall technical leadership and strategic direction for the program. The PDM will ensure quality assurance in the implementation of the Protection from Violence program, mentor and train staff, and build the technical capacity of local partners. Additionally, the PDM will lead efforts to strengthen partnerships with government institutions and civil society organizations to promote evidence-based advocacy on key rights and policy issues affecting displaced populations. The role is vital in addressing the complex protection needs of individuals affected by violence and displacement in Nigeria.

Duties and Responsibilities:
The PDM will be responsible for developing the Protection from Violence Core Competency strategy, creating technical standard operating procedures (SOPs), guidelines, and macro logical frameworks (LFAs). The role includes ensuring compliance with NRC policies and adherence to Protection from Violence CC tools, handbooks, and guidelines. The PDM will manage the development of funding proposals, project budgets, and donor reports while overseeing the overall management of project staff. Coordination and management of project implementation activities, budgets, and documentation in line with proposals and donor requirements are essential. The PDM will also focus on capacity building for project staff and the transfer of key skills necessary for effective program delivery.

Required Qualifications:
Candidates must possess a Bachelor’s degree in social sciences, law, human rights, or a related field, or have a minimum of 5 years of experience in protection, particularly in specialized responses and community-based protection in Nigeria. A minimum of 3 years of experience in a senior-level project implementation position within a humanitarian or recovery context is required. Candidates should have experience working in complex and volatile environments, along with technical expertise in Protection from Violence Core Competency. Documented results related to the responsibilities of the position are essential, as well as knowledge and skills in market analysis, cash-based interventions, and market-based programs. Strong leadership skills and fluency in English, both written and verbal, are mandatory.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in social sciences, law, human rights, or a related field. This foundational education is crucial for understanding the legal and social frameworks that govern protection issues and humanitarian responses. Candidates with advanced degrees in relevant fields may have an advantage, as they would bring additional knowledge and expertise to the role.

Experience:
The position requires a minimum of 5 years of relevant experience in protection, with at least 3 years in a senior-level project implementation role within a humanitarian or recovery context. Candidates should have a proven track record of managing complex protection programs, including implementation, program development, fundraising, and budget management. Experience in emergency contexts and with start-up or scale-up projects is highly desirable, as is familiarity with the protection issues specific to Northeast Nigeria.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of local languages spoken in Nigeria would be advantageous, as it would facilitate communication with affected populations and enhance the effectiveness of program implementation.
