Job Overview:
The Technical Officer for Substance Use Disorders will play a crucial role in guiding member states in the Eastern Mediterranean Region (EMRO) towards the development and implementation of effective policies and interventions aimed at addressing mental health and substance use disorders. This position requires a strategic approach to assess the current regional situation regarding substance use and to enhance the capacities of member states in developing evidence-informed policies. The incumbent will be expected to provide technical support, foster collaboration with civil society organizations, and prepare relevant technical documents and reports. The role emphasizes the importance of human rights and best practices in the delivery of mental health services, ensuring that recovery is promoted within a multi-sectoral framework.

Duties and Responsibilities:
The incumbent will be responsible for assessing the regional situation of substance use and disorders, developing strategic approaches for prevention and treatment, and enhancing member states' capacities to implement evidence-informed policies. Specific duties include providing technical support for national strategies, planning and monitoring capacity-building activities, developing surveillance systems, and fostering partnerships with other EMRO programs. The role also involves preparing technical documents and reports, ensuring that all activities align with WHO's standards and best practices in public health.

Required Qualifications:
Candidates must possess an advanced university degree (Master's Degree) in Clinical Psychology or Psychiatry from a recognized institution. A Doctorate or specialized training in addiction medicine is desirable. The position requires expert knowledge of international policy frameworks related to substance use, as well as the psychosocial and epidemiological aspects of substance use disorders. Strong skills in proposal writing, data analysis, and effective communication are essential.

Educational Background:
An advanced university degree (Master's Degree) in Clinical Psychology or Psychiatry is essential for this position. A Doctorate or certification in the prevention and treatment of substance use disorders is considered desirable, indicating a higher level of expertise in the field.

Experience:
Candidates should have at least 7 years of relevant experience with international exposure in developing and implementing policies and strategies related to substance use disorders. Experience working in developing countries and with UN bodies or NGOs in the field of substance use is highly desirable, as it demonstrates the ability to navigate complex health systems and cultural contexts.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of Arabic and French is desirable, as it would facilitate communication with a broader range of stakeholders in the region.
