Job Overview:
The Power Platform and Microsoft 365 Solution Architect will play a crucial role in the Information Systems Unit (ISU) of the IEA, which provides the IT infrastructure and applications necessary for the agency's core functions. The selected candidate will be responsible for designing and implementing solutions that leverage Microsoft 365 and Power Platform technologies to facilitate digital transformation. This position requires a deep understanding of collaborative solutions within Microsoft 365, particularly SharePoint Online, and the ability to manage the Microsoft 365 ecosystem effectively. The architect will also be expected to promote low-code/no-code implementations and ensure adherence to security and governance standards. The role involves mentoring IT colleagues, providing help-desk support, and maintaining comprehensive documentation for users and applications.

Duties and Responsibilities:
The duties and responsibilities of the Power Platform and Microsoft 365 Solution Architect include:
  • Designing solutions and architectures based on business requirements using Power Platform and Microsoft 36
  • Architecting solutions for digital transformation initiatives.
  • Overseeing the design and implementation of collaborative solutions within Microsoft 365, especially SharePoint Online.
  • Managing the Microsoft 365 ecosystem to ensure smooth operations and integration.
  • Recommending intranet platforms utilizing SharePoint and other Microsoft 365 tools.
  • Maintaining security and governance of Power Platform and Microsoft 36
  • Designing and implementing secure extranet solutions with SharePoint Online.
  • Advocating for low-code/no-code solutions in the SaaS environment.
  • Overseeing SPFx solutions, reusable components, and DevOps technologies. 1
  • Developing frameworks and reusable components for efficient solution development. 1
  • Ensuring compliance with design, coding, and documentation standards. 1
  • Engaging with staff to discuss project vision, strategy, and outcomes. 1
  • Mentoring IT colleagues and fostering a learning environment. 1

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A university degree in computer science or a related field.
  • At least 6 years of experience in enterprise-scale technical expertise with Microsoft Power Platform, including architecture, implementation, and integrations.
  • Proficiency in SharePoint Object Model, SharePoint Search, SPFx, and DevOps, with a focus on no-code/low-code development.
  • Advanced knowledge of Microsoft Power Platform, Power Apps, Power Automate, SharePoint, OneDrive, MS Teams, and Office 365 Apps.
  • Expertise in SharePoint Online functionalities, configuration, and administration, including integration with Azure Active Directory and Exchange.
  • Experience in designing and implementing secure SharePoint Online extranet solutions.
  • Proficiency in aligning business processes with Power Platform and Azure product capabilities.
  • Demonstrated expertise in designing and deploying modern, integrated Intranet solutions using SharePoint Online.
  • Strong collaboration skills and the ability to transform needs into functional specifications and applications.

Educational Background:
Candidates must have a university degree in computer science or a related field, which provides the foundational knowledge necessary for the technical aspects of the role. This educational background is essential for understanding complex IT systems and architectures, particularly those related to Microsoft technologies.

Experience:
The position requires a minimum of 6 years of professional experience, with a strong emphasis on enterprise-scale projects involving Microsoft Power Platform and Microsoft 36
  • Candidates should have extensive experience in application development, particularly with SharePoint and related technologies, as well as a proven track record of designing and implementing secure solutions.

Languages:
Fluency in one of the two official OECD languages (English and French) is mandatory, along with knowledge of the other language. Candidates should be committed to achieving a good working level in the second language, which is essential for effective communication within the organization.

Additional Notes:
This position is a 2-year fixed-term appointment with the possibility of renewal. The monthly salary starts at 6,534.41 EUR, depending on the level of experience, and is exempt from French income tax. The selection process includes written tests and panel interviews, with the aim of filling the vacancy as soon as possible.
