In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

> Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)

The main roles of UN Women are:

Job Overview: The position involves developing and finalizing UN Women’s strategy on supporting the acceleration of Women, Peace and Security (WPS) commitments in counter-terrorism engagement. The consultant will review existing policies, conduct consultations with stakeholders, and create a toolkit for gender-responsive approaches. This role is crucial in ensuring that gender considerations are integrated into counter-terrorism strategies and that women's leadership and participation are prioritized in these efforts. The consultant will work closely with the Peace and Security team at UN Women HQ and will be responsible for delivering a comprehensive strategy that aligns with global commitments on WPS and counter-terrorism.
Duties and Responsibilities:
Develop and finalize UN Women’s strategy on supporting the acceleration of WPS commitments in counter-terrorism engagement by reviewing existing policy briefs and programmatic notes on counter-terrorism (CT) and preventing violent extremism (PVE).
Conduct meetings with relevant stakeholders at global, regional, and country levels to understand gaps and needs for effective gender mainstreaming in CT efforts.
Consult with UN Women’s community of practice and focal points overseeing programming in contexts impacted by terrorism and violent extremism.
Conduct a desk review of existing policies on gender, CT, and PVE.
Map current and previous CT and PVE initiatives led or partnered with UN Women.
Hold workshop discussions with UN Women’s community of practice.
Develop a gender responsiveness approaches toolkit annex to ensure gender-responsive initiatives and services in support of the UN CT agenda.
Deliver a workplan detailing desk reviews, mapping exercises, consultative meetings, and drafting tasks.
Produce an advance draft of the CT Strategy and gender toolkit, conduct two-day consultation workshops, and hold validation meetings with reference groups. 1
Finalize the UN Women global strategy on gender-responsive approaches to countering terrorism after approval of the reporting officer.
Required Qualifications:
Master’s degree or equivalent in human rights, gender studies, development, political studies, peace and security studies, law" style="border-bottom: 1px dotted #007bff !important;">international law, or a related field.
A minimum of 10 years of experience working on gender and human rights issues in the context of peace and security, counter-terrorism, and policy development.
Experience in supporting gender equality and women's empowerment.
Demonstrated experience in planning and coordinating events and activities.
Experience working with the UN in-country is desirable, and experience with the UN system is an asset.
Educational Background: Candidates must possess a Master’s degree or equivalent in fields such as human rights, gender studies, development, political studies, peace and security studies, international law, or related disciplines. This educational background is essential to understand the complexities of gender issues in the context of counter-terrorism and peace and security.
Experience: The position requires a minimum of 10 years of relevant experience, particularly in gender and human rights issues related to peace and security and counter-terrorism. Candidates should have a proven track record in policy development and gender equality initiatives, as well as experience in event planning and coordination. Familiarity with the UN system and experience working in UN contexts will be advantageous.
Languages: Fluency in English is mandatory for this position. Knowledge of another UN official working language is considered an asset, as it may facilitate communication and collaboration with diverse stakeholders in the international arena.
