SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting basic needs for food, water, and shelter, with a particular commitment to combating diseases linked to unsafe water, which is a leading cause of death globally. SI operates in 26 countries and employs around 3200 staff, including expatriates, national staff, and volunteers. The organization has a projected budget of approximately 30 million for 2022-2023 to support the Ukrainian population, with a significant focus on humanitarian aid delivery in various operational bases including Dnipro, Mykolaiv, and Kharkiv. Key donors include BHA, ECHO, UNICEF, UHF, and CDCS, and the mission currently has around 40 expatriates and 130 national employees.

Job Overview:
The WASH Regional Cluster Lead will play a crucial role in coordinating meetings and information sharing among WASH partners in East Ukraine. The position involves developing and supporting the implementation of a Sub-National WASH Cluster strategy, conducting joint assessments to identify needs and gaps, and providing regular inputs on activities and issues to the National Cluster. The lead will also be responsible for mapping actors in the focus area, acting as the focal point for WASH response plans and operations, and developing contingency and preparedness plans for the Sub-National Cluster. Regular monitoring visits to all focus area locations will be required, along with promoting the development of emergency WASH capacity among partners and local authorities. The role is essential in addressing the ongoing humanitarian crisis and ensuring effective WASH interventions in the region.

Duties and Responsibilities:
  • Develop and support the implementation of a Sub-National WASH Cluster strategy.
  • Coordinate and conduct joint assessments to identify needs and gaps in the focus area.
  • Provide regular inputs on activities and issues to the National Cluster.
  • Conduct actors mapping in the focus area of responsibility.
  • Serve as the focal point for WASH response plans and operations within the focus area for OCHA and the ICWG.
  • Develop and facilitate the implementation of contingency and preparedness plans for the Sub-National Cluster.
  • Undertake regular monitoring visits to all focus area locations.
  • Coordinate and promote the development of partners' and local authorities’ emergency WASH capacity.
  • Ensure that gender equality is promoted by addressing the needs, contributions, and capacities of all genders. 1
  • Liaise with local authorities and partners to ensure effective coordination and response.

Required Qualifications:
  • University level degree, preferably a Master's degree in Water Sanitation and Hygiene related sectors, Engineering, Civil Engineering, Construction, Environment, or Geology.
  • Minimum of 3-4 years of experience in the humanitarian sector.
  • At least 1-2 years of experience in similar positions.
  • Knowledge and experience in WASH emergency responses.
  • Familiarity with water treatment, sewage systems, water networks, and boreholes.
  • Strong coordination skills and the ability to negotiate with local partners and authorities.
  • Excellent written and oral communication skills.
  • Capacity to support the preparation and implementation of WASH-related assessments.
  • Experience in security" style="border-bottom: 1px dotted #007bff !important;">security management and maintaining situational awareness in emergency contexts.

Educational Background:
The position requires a university-level degree, with a preference for candidates holding a Master's degree in relevant fields such as Water Sanitation and Hygiene, Engineering, Civil Engineering, Construction, Environment, or Geology. This educational background is essential to ensure that the candidate possesses the necessary technical knowledge and skills to effectively manage WASH interventions in a humanitarian context.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 1-2 years in similar positions. This experience is crucial for understanding the complexities of humanitarian operations and the specific challenges faced in WASH interventions, particularly in conflict-affected areas like Ukraine.

Languages:
Fluency in English is mandatory for this position. Knowledge of Ukrainian is preferred, and proficiency in Russian is also considered advantageous. These language skills are important for effective communication with local partners, authorities, and beneficiaries in the region.

Additional Notes:
This is a salaried position with a starting salary of EUR 3080 gross per month, which includes a base salary of EUR 2800 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 700 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.   • During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months, with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Dnipro include guest houses with basic services, good internet and telephone connectivity, and a lively social life. However, security measures are in place due to the ongoing conflict, and living conditions may vary in field bases.
