Job Overview: The Human Resources Officer position is crucial for facilitating smooth and efficient HR operations, particularly in response to emergencies. The incumbent will enhance preparedness, resilience, and effectiveness in supporting humanitarian efforts, specifically in the context of the Gaza Humanitarian Crisis. This role involves drafting contingency plans for HR operations, supporting surge recruitment, and developing standard operating procedures (SOPs) for HR functions. The officer will also be responsible for ensuring that HR operations are delivered efficiently during emergencies, contributing to the overall effectiveness of the humanitarian response.
Duties and Responsibilities:
Collaborate with the HR Emergencycoordinator to draft and implement a contingency plan for HR operations, ensuring efficient delivery during emergencies.
Support the full HR cycle of surge recruitment in response to emergencies, addressing human resources-related matters.
Develop SOPs related to HR functions for the Gaza Humanitarian Crisis Response team, managing processes such as appointments, documentation, onboarding, contract management, and payroll as required.
Work with the Human Resources Operations team to organize surge-related documentation into a secure shared file structure, ensuring a resilient data backup system for HR operational records.
Address human resources-related matters in response to emergencies, ensuring that all HR operations are conducted smoothly.
Perform additional duties as assigned by the supervisor, contributing to the overall HR function within the organization.
Required Qualifications: - Advanced university degree (Master’s or equivalent) in Business Management, Human Resources Management, business or public administration, social sciences, or a related discipline. A recognized first-level degree with an additional two years of experience may be accepted in lieu of an advanced degree. - At least 5 years of relevant experience in human resources management, including data management, payroll administration, benefits administration, HR policy development, and crisis management in an HR department of a UN system agency, NGO, or international organization. Previous experience in an emergency context is an asset.
Educational Background: Candidates must possess an advanced university degree (Master’s or equivalent) in a relevant field such as Business Management, Human Resources Management, or Social Sciences. Alternatively, a recognized first-level degree with two additional years of relevant experience may be considered acceptable.
Experience: The position requires a minimum of 5 years of relevant experience in human resources management. This experience should encompass data management, payroll administration, benefits administration, HR policy development, and crisis management, ideally within a UN system agency, NGO, or international organization. Experience in emergency contexts is particularly valuable and will be considered an asset.
Languages: The candidate must have an excellent command of spoken and written English, which is mandatory for effective communication within the organization and with external stakeholders.
