Job Overview:
The Project Management Support - Advisor (Public Health) position is crucial for providing technical and management support for health-related projects in Uzbekistan. The advisor will work under the direct supervision of the Senior Programme Manager and will be responsible for ensuring that project implementation aligns with WHO guidance, international best practices, and national policies. The role involves collaborating with a team of specialists in various fields, including biomedical, ICT, and procurement, to lead and advise on all aspects of public health projects. The advisor will also play a key role in supporting Uzbekistan's efforts towards achieving Sustainable Development Goal 3 (SDG3) and enhancing UNOPS's value proposition in the health sector. The functions of the position include programme management, advisory capacity, stakeholder engagement, and knowledge management and innovation.

Duties and Responsibilities:
The duties and responsibilities of the Project Management Support - Advisor (Public Health) include:
  • Programme Management: Provide strategic guidance for project implementation, including work planning, monitoring, and evaluation against impact indicators. Assess the design and governance of health-related projects, identify challenges, and recommend solutions. Develop strategies and risk mitigation plans, prepare assessments and reports for decision-making, and coordinate activities with stakeholders.
  • Advisory Capacity: Advise on matters related to Sanitary, Epidemiological, and Hygiene Laboratories, ensuring alignment with national legislation and WHO guidance. Support staff training on equipment use and maintenance protocols, and contribute to the evaluation of health surveillance software.
  • Stakeholder Engagement: Engage with key stakeholders, including the Government of Uzbekistan and health partners, to establish transparent working relationships. Coordinate project communications and monitor their effectiveness.
  • Knowledge Management and Innovation: Assist in knowledge sharing and contribute to UNOPS knowledge management initiatives, providing technical guidance and on-the-job training to ensure quality standards are met.

Required Qualifications:
The required qualifications for the position include an advanced university degree (e.g., Masters) in Public Health, Epidemiology, Hygiene, Clinical Laboratory, or related fields. A first-level university degree (e.g., Bachelor) combined with two additional years of relevant experience may be accepted in lieu of an advanced degree. Candidates must have a minimum of 7 years of progressive and relevant experience in health services, health programme development, or implementation. Understanding health systems management is desirable, along with experience in Public Hygiene/Sanitary Laboratory systems. Experience in the CIS or Eastern European countries is an asset, as is familiarity with WHO guidance on health laboratories and experience working with multiple stakeholders on complex health interventions.

Educational Background:
Candidates must possess an advanced university degree (e.g., Masters) in a relevant field such as Public Health, Epidemiology, Hygiene, or Clinical Laboratory. Alternatively, a first-level university degree (e.g., Bachelor) with two additional years of progressively relevant experience may be accepted. This educational background is essential for understanding the complexities of public health and laboratory systems.

Experience:
The position requires a minimum of 7 years of progressive and relevant experience in health services, health programme development, or programme implementation. Candidates should have a strong understanding of health systems and management, with specific experience in Public Hygiene/Sanitary Laboratory systems. Experience at the national level in these areas is highly desirable, as well as familiarity with the Commonwealth of Independent States (CIS) or Eastern European countries. Experience working with UN system organizations, particularly in developing countries, is also an asset.

Languages:
Proficiency in English is mandatory for this position. Additionally, a working knowledge of Russian and/or Uzbek is considered an asset, as it will facilitate communication with local stakeholders and enhance the advisor's effectiveness in the role.

  • The duration of the contract is a retainer contract, allowing for up to 200 working days within one year.
