Job Overview: The Finance and Budget Associate position is crucial for providing financial support to the central office of the WHO Programme for Immunization Preventable Disease (WHO-IPD) unit. The incumbent will work under the direct supervision of the Budget and Finance Associate (BFA) and will be responsible for verifying the accuracy of financial documents, processing payments, and assisting in budget estimations. This role requires a keen understanding of financial procedures and the ability to maintain accurate records while ensuring compliance with WHO financial norms. The position also involves monitoring expenditures, preparing documentation for bank transfers, and assisting in training staff on financial control systems. The incumbent will play a vital role in ensuring that financial operations run smoothly and efficiently, contributing to the overall mission of WHO in improving global health.
Duties and Responsibilities: The duties and responsibilities of the Finance and Budget Associate include verifying the accuracy of statements of expenditures and supporting documents, processing payment requests, assessing travel claims, and providing support for centrally organized training and workshops. The incumbent will compile travel costs, assist in budget estimations, handle banking transactions, and prepare VAT invoices for payment processing. Additionally, the role involves monitoring financial reports, ensuring timely disbursement of funds, maintaining proper documentation, and assisting in training staff on financial procedures. The incumbent will also be responsible for adhering to compliance guidelines related to the prevention of sexual exploitation and abuse, and may be required to travel or be reassigned as per program requirements.
Required Qualifications: The position requires completion of higher secondary school education or equivalent, with a preference for candidates holding a Bachelor’s degree in Business Administration or Business Management with a major in Finance and Accounting. Essential qualifications include at least five years of experience in finance or similar functions within a major organization. Desirable qualifications include experience working with UN agencies, knowledge of accounting systems, and experience in office correspondence. Candidates should possess strong functional skills, including the ability to handle work accurately and timely, maintain knowledge of office technology, and effectively communicate with government and development partners.
Educational Background: Candidates must have completed higher secondary school education or equivalent. A Bachelor’s degree in Business Administration or Business Management with a focus on Finance and Accounting is highly desirable. Educational qualifications must be obtained from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: The position requires a minimum of five years of relevant experience in finance or similar roles within major organizations. Experience working with UN agencies is considered an asset, as is familiarity with accounting systems and managing field offices. Candidates should demonstrate a strong understanding of financial procedures and practices.
Languages: Excellent written and spoken language skills in English and Nepali are mandatory. Proficiency in typing in both languages is considered an asset. Candidates should be able to communicate effectively and produce clear and concise reports and proposals.
Additional Notes: The position is based in Kathmandu, Nepal, and is offered under a Special Services Agreement (SSA) at a monthly salary of NPR 97,27
