Job Overview:
The Civil Engineer (Assessment & Feasibility) will work under the direct supervision of the Lead Construction Management Engineer. This position is crucial for providing technical expertise in managing and coordinating tasks related to technical assessments and feasibility studies of existing healthcare facilities. The role is based in Tashkent, Uzbekistan, and involves overseeing the implementation of the assessment stage, managing consultants conducting physical site assessments, and supporting the management of concept design and cost estimating stages. The incumbent will also assist in drafting feasibility studies associated with the assessment stages, ensuring compliance with UN security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies and administrative instructions. The role requires a proactive approach to identifying risks and technical problems and suggesting appropriate solutions, as well as coordinating engineering activities and maintaining technical standards and best practices throughout the project lifecycle.

Duties and Responsibilities:
  • analysis" style="border-bottom: 1px dotted #007bff !important;">Technical Analysis and Support: Coordinate engineering activities including feasibility studies, technical assessments of buildings, conceptual design preparation, and cost estimating. Provide oversight of the implementation of the assessment and feasibility stages for specific project sites, ensuring compliance with project plans and specifications. Perform technical reviews of concept design submissions and assist in drafting technical specifications, quality standards, and tender documentation.
  • Stakeholder Management: Collaborate with beneficiary and donor working groups to achieve desired results for technical assessments and feasibility studies. Support the preparation and evaluation of tender documents and assist in the selection and supervision of construction contractors.
  • Files and Reports: Monitor field data to validate compliance with cross-cutting issues such as gender and sustainability. Maintain formal documentation including technical assessments, feasibility studies, and engineering standards.
  • Quality Control: Manage consultants and contractors to ensure delivery according to scope, budget, and time. Supervise the quality of deliverables and ensure documentation is maintained according to planning and construction standards.
  • Personnel Management: Coordinate project technical personnel and participate in the development of less experienced staff by providing guidance and setting objectives for projects.

Required Qualifications:
The position requires a Bachelor’s degree in infrastructure-related fields such as civil or construction engineering, architecture, mechanical/electrical engineering, or construction management. A Master’s degree in a related field is considered an asset. Certifications such as PRINCE2 Foundation and Practitioner will also be advantageous. Candidates must have a minimum of 4 years of relevant experience in preparing technical assessments and feasibility studies, with a strong background in construction planning or management. Experience with internationally funded projects and familiarity with UN/UNOPS operations will be highly regarded.

Educational Background:
Candidates must possess at least a Bachelor’s degree in civil engineering, construction engineering, architecture, or a related field. A Master’s degree in an infrastructure-related field is preferred. Additional certifications in project management methodologies such as PRINCE2 are beneficial.

Experience:
A minimum of 4 years of professional experience in technical assessments and feasibility studies of buildings and structures is required. Relevant experience in construction planning or management within public or private sectors is essential. Experience with internationally funded projects and prior work with UN or similar organizations is a strong asset. Expertise in hospital infrastructure renovation projects is highly desired, along with experience working in Central Asia.

Languages:
Proficiency in English is mandatory for this position. Working knowledge of Russian and/or Uzbek is considered an asset, enhancing communication with local stakeholders and project teams.

Additional Notes:
The contract type is International ICA with an open-ended duration, subject to organizational requirements, availability of funds, and satisfactory performance. The position is classified at the ICS-9 level, and applications must be submitted before midnight Copenhagen time (CET) on the closing date of the announcement. The role may require travel, and a valid driving license is advantageous.
