Job Overview: The Procurement Coordinator is responsible for overseeing the procurement operations of NRC Ukraine’s North Area, ensuring compliance with NRC’s procurement policies, national and international regulations, and donor requirements. This role involves managing a procurement team, fostering a culture of accountability and high performance, and supporting budget holders in procurement processes. The coordinator will implement NRC’s procurement systems and procedures at the area level, prepare procurement reports, and ensure proper documentation and filing of procurement activities. The position requires strong leadership skills to mentor and build the capacity of the procurement team, ensuring that all staff are well-trained and compliant with procurement standards. The coordinator will also participate in area-level meetings, analyze procurement plans, and conduct market surveys to identify reliable vendors and service providers, thereby contributing to the overall efficiency and effectiveness of procurement operations.
Duties and Responsibilities: The Procurement Coordinator will have a wide range of responsibilities, including but not limited to: implementing NRC’s procurement systems and procedures at the area level; ensuring adherence to NRC policies, handbooks, guidelines, and donor requirements; preparing and submitting procurement reports and analyses; managing the procurement team and providing training to ensure compliance; leading the recruitment and performance management of the procurement team; supporting budget holders in developing Project Procurement Plans (PPP); consolidating PPP into annual procurement plans; participating in area-level Progress Review Meetings; analyzing and recommending the establishment of Framework Agreements (FWA); conducting regular market surveys; managing vendor prequalification and performance assessments; overseeing procurement processes to ensure compliance; preparing RFQs, Tenders, and BID analyses for complex purchases; leading the procurement process for high-value tenders; ensuring accurate and efficient tender processes; managing waivers; and providing training to program teams on procurement policies and procedures.
Required Qualifications: Candidates must possess a tertiary degree in Logistics, Procurement, or a relevant field. A minimum of 2 years of experience in procurement and/or contracts management is required, preferably within a humanitarian context. Knowledge of NRC procurement processes and systems is preferred, along with experience in international supply chain operations. Candidates should have documented results related to the responsibilities of the position and be competent in using the Microsoft Office suite. A good command of English, both written and spoken, is essential for effective communication in this role.
Educational Background: The educational background required for this position includes a tertiary degree in Logistics, Procurement, or a related field. This educational foundation is crucial for understanding the complexities of procurement processes and systems, particularly in a humanitarian context where compliance with various regulations and standards is paramount.
Experience: The position requires a minimum of 2 years of relevant experience in procurement and/or contracts management. This experience should ideally be within a humanitarian context, where the candidate has had the opportunity to engage with procurement processes that adhere to strict guidelines and donor requirements. Familiarity with NRC's procurement systems and international supply chain operations will be advantageous.
Languages: The mandatory language for this position is English, with a good level of proficiency required in both written and spoken forms. This is essential for effective communication with team members, stakeholders, and vendors. While English is the primary language, knowledge of additional languages may be considered a valuable asset, particularly in enhancing communication with local vendors and communities.
