Job Overview:
The Advisor on Health Policy will play a crucial role in supporting the Ministry of Health of Ukraine by providing technical assistance and mobilizing expertise in areas such as health financing, governance, and service delivery. This position aims to strengthen the health system in Ukraine, particularly in the context of moving towards Universal Health Coverage (UHC). The incumbent will work closely with various stakeholders to ensure that health policies are evidence-informed and aligned with the needs and preferences of the population. The role involves managing and guiding the health system team within the WHO Country Office, ensuring effective collaboration across programs to enhance the overall effectiveness of health initiatives at the country level. The Advisor will also be responsible for facilitating policy dialogue, reform implementation, and capacity building among national stakeholders, thereby contributing to the development and execution of national health policies, strategies, and plans (NHPSP).

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: coordinating with technical focal points at regional and headquarters levels; providing technical advice to the government on national health policy design and implementation; strengthening the capacity of national stakeholders to lead health policy dialogues; developing aligned service delivery visions for public health and primary care; transforming health financing arrangements; improving governance and accountability; establishing monitoring and evaluation frameworks for health systems; facilitating learning and capacity building in health policy implementation; and fostering partnerships with public and private institutions, NGOs, and scientific bodies. The role also requires demonstrating the impact of health reforms on outcomes and UHC, particularly in the context of the ongoing war and emergency situation in Ukraine.

Required Qualifications:
Candidates must possess advanced technical knowledge and skills in health policy formulation and implementation, as well as in planning, monitoring, and evaluating health systems. They should have a strong understanding of primary healthcare-based systems, health financing policy analysis, and health systems transformation. Excellent oral and written communication skills are essential, along with the ability to provide methodological and technical guidance to various stakeholders. Proficiency in computer applications and web-based management systems is also required.

Educational Background:
Essential qualifications include an advanced university degree (master’s level) in public health, health systems/services administration, health management, or a related field. Desirable qualifications may include post-graduate training or specialization in health systems, health planning, management, or health economics.

Experience:
Candidates should have a minimum of seven years of relevant work experience in health-sector policy, strategy development, and planning, with some experience in an international work environment. Specific experience in health financing is required, along with at least four years of experience in a governmental institution or international organization serving resource-limited or middle-income countries. Desirable experience includes health sector assessments, evaluations, and a proven track record in consensus building among diverse stakeholders.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Ukraine will be accepted. The remuneration package includes an annual base salary starting at USD 84,672, with additional benefits such as 30 days of annual leave, allowances for dependents, and an education grant for children. The position is subject to WHO Staff Regulations and may involve a written test or video assessment as part of the screening process.
