Job Overview:
The position of E T Consultant at the World Bank involves working within the Digital and AI Vice Presidency, specifically in the Europe and Central Asia (ECA) region. The consultant will play a crucial role in supporting client countries in their digital transformation efforts. This includes advising on the design and implementation of digital strategies and policies, providing technical expertise on various digital transformation issues, and supporting operational work across digital areas. The consultant will also be involved in project and program development, focusing on digital infrastructure, digital government services, and integrated digital solutions. The role requires a strong understanding of the digital ecosystem and the ability to engage with various stakeholders to facilitate successful project outcomes.

Duties and Responsibilities:
The E T Consultant will be responsible for advising and supporting client countries in the design and implementation of digital transformation strategies and policies. Key duties include providing technical expertise on policy and regulatory issues related to digital transformation, supporting operational work through knowledge products and technical assistance, and developing projects involving digital infrastructure and government services. The consultant will prepare project proposals, draft concept notes, facilitate workshops, and provide technical support to practice group colleagues and government clients. Additionally, the consultant will engage with stakeholders to ensure the successful execution of projects and address any challenges that may arise during implementation.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in telecommunications, IT, cybersecurity, engineering, computer science, public policy, or a related field, along with a minimum of 5 years of experience in ICT/Digital Economy project design and implementation. A strong understanding of the policies, strategies, and regulations necessary for digital development is essential, particularly in areas such as cybersecurity and EU-alignment. Experience in digital infrastructure policies and engagement with digital development institutions is also required. Excellent analytical skills, client engagement abilities, and written communication skills in both English and Ukrainian are mandatory.

Educational Background:
A Master's degree or equivalent in a relevant field such as telecommunications, IT, cybersecurity, engineering, computer science, or public policy is required for this position. This educational background should provide the necessary foundation for understanding the complexities of digital transformation and the associated technical and regulatory challenges.

Experience:
The position requires a minimum of 5 years of relevant experience in ICT/Digital Economy project design and implementation. Candidates should have a proven track record in managing digital transformation projects, particularly those involving data infrastructure platforms and services. Experience with World Bank Group projects or donor-funded projects in government organizations is considered an advantage.

Languages:
Proficiency in English and Ukrainian is mandatory for this position. Candidates should be able to communicate effectively in both languages, particularly in written form. Knowledge of additional languages may be considered a plus, but is not required.

This position is offered under an Extended Term Consultant (ETC) contract for a duration of one year, with the possibility of extension.
