Job Overview:
The Programme Analyst position at UN Women in Ukraine is crucial for providing programmatic support to the effective management of UN Women programs in the country. The role involves contributing to the design, formulation, implementation, and evaluation of programs, particularly focusing on Gender-Responsive Planning and Budgeting. The Programme Analyst will work closely with various stakeholders, including government officials, multi and bi-lateral donors, and civil society, to ensure the successful implementation of UN Women programs. This position requires a strong analytical ability to assess results achieved during program implementation and to support the application of appropriate systems and procedures. The Programme Analyst will also play a key role in capacity development, monitoring and reporting, and building partnerships for resource mobilization.

Duties and Responsibilities:
  • Contribute technically to the development of program strategies in Gender-Responsive Planning and Budgeting by providing inputs to program/project proposals.
  • Support the implementation and management of the Gender-Responsive Planning and Budgeting program by coordinating activities, monitoring progress, and reviewing financial and narrative reports from partners.
  • Provide technical assistance and capacity development support to project/program partners, identifying opportunities for training and support.
  • Monitor and report on program/project progress, providing inputs to quarterly and donor reports.
  • Manage the financial aspects of the Gender-Responsive Planning and Budgeting program, including budget monitoring and revisions.
  • Contribute to building partnerships and resource mobilization strategies, maintaining relevant documentation and databases.
  • Support inter-agency coordination efforts to align UN Women programs with other partners in the country.
  • Provide inputs to advocacy and communication efforts, coordinating events and developing knowledge management products.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an advantage. Candidates should have at least 1 year of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building. Experience in Gender Equality and Women’s Empowerment is desirable, as is experience in coordinating with government agencies and donors.

Educational Background:
The educational requirement for this position includes a Master’s degree or equivalent in relevant fields such as social sciences, human rights, gender/women’s studies, or international development. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted. A project/programme management certification is a plus.

Experience:
The position requires at least 1 year of relevant work experience in areas such as development program/project implementation, coordination, monitoring and evaluation, and donor reporting. Experience in Gender Equality and Women’s Empowerment is desirable, as well as experience in liaising with government agencies and donors.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable.
