Job Overview: The Finance & HR Manager is responsible for the administrative, accounting, and financial management of the base in compliance with donor and SOLIDARITES International procedures. This role involves supervising accounting operations, managing cash flow, and conducting budget follow-ups in collaboration with program managers. Additionally, the Finance & HR Manager is tasked with ensuring the proper implementation of Solidarités International’s Human Resources policy at the base, which includes monitoring and training the administrative team. Given the context of ongoing conflict and displacement in Gaza, the role presents unique challenges, including cash supply management and the need for a careful approach to HR management, including team mediation and social dialogue. The position requires maintaining regular processes, reinforcing HR initiatives, and preparing for the launch of new projects as the situation evolves.
Duties and Responsibilities: The Finance and HR Manager's daily responsibilities include:
Administrative management of staff, ensuring compliance with organizational policies and procedures.
Managing cash flow and bookkeeping to maintain financial integrity.
Conducting budgetary and financial monitoring to ensure effective resource allocation.
Overseeing team management, including recruitment, training, and performance evaluations.
Handling the administrative management of the mission, ensuring that all operations run smoothly.
Reporting and communication with stakeholders to provide updates on financial and HR matters.
Required Qualifications: Candidates must possess a Master's degree in financial or HR management or a related field. They should have knowledge of administrative, human resources, and finance practices related to humanitarian projects. Proficiency in software such as SAGA, HOMERE, and Microsoft Suite, particularly Excel, is essential. Additionally, candidates should have training and/or coaching skills, the ability to multitask, and the capacity to work under pressure. Previous experience in Palestine or in complex emergency situations is considered an asset.
Educational Background: A Master's degree in financial or HR management or a related field is required for this position. This educational background ensures that the candidate has the necessary theoretical knowledge and practical skills to manage financial and human resources effectively in a humanitarian context.
Experience: The position requires candidates to have relevant experience in administrative, human resources, and financial management, particularly in humanitarian projects. Previous experience in Palestine or in a complex emergency context is highly desirable, as it equips candidates with the understanding of the unique challenges faced in such environments.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Proficiency in Arabic is considered a strong asset, as it facilitates communication with local staff and beneficiaries, enhancing the effectiveness of the role.
Additional Notes: The position is a short-term contract with a duration of 4 months, which is renewable based on the needs of the mission. The role is based in Deir al Balah, Gaza, where living conditions are challenging due to ongoing conflict and disruptions to basic services. The salary starts from EUR 2,310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with coverage for accommodation and travel expenses. The organization implements a system of alternating work and time off, allowing for breaks every two months, with an additional rest day granted for each month worked. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses, including medical, surgical, dental, and repatriation costs.
