Job Overview:
The Deputy Finance Coordinator plays a crucial role in supporting the Finance Coordinator by processing accounting and financial transactions and assisting with various tasks as needed. This position involves implementing and monitoring financial procedures across different bases in close collaboration with the Finance Coordinator. The Deputy Finance Coordinator is responsible for managing the finance team at the Coordination level and supervising the administrative teams at the bases. Additionally, this role includes managing cash processes such as cash transfers and donor payments at the mission level, and stepping in for the Finance Coordinator during their absence. Given the ongoing conflict in Sudan, the Deputy Finance Coordinator will face specific challenges, including increased activities and funding, cash scarcity, and the need for effective emergency response management.

Duties and Responsibilities:
The Deputy Finance Coordinator's duties include but are not limited to:
  • Supporting the Finance Coordinator in processing financial transactions and maintaining accurate accounting records.
  • Implementing and monitoring financial procedures across various bases.
  • Managing the finance team at the Coordination level and providing oversight to administrative teams at the bases.
  • Overseeing cash processes, including cash transfers and donor payments.
  • Assisting in budget management and ensuring compliance with donor guidelines.
  • Participating in proposal development and implementation of financial tools.
  • Training team members on financial requirements and procedures.
  • Leading the cash flow forecast (CFF) processes and managing cash transfers effectively.
  • Addressing challenges related to cash scarcity and emergency response requirements. 1
  • Collaborating with other departments to ensure financial transparency and accountability.

Required Qualifications:
Candidates must possess a Master’s degree in administration and finance. They should have a minimum of 3 to 4 years of experience in the humanitarian sector, specifically in a similar finance position. Strong experience in budget management and familiarity with various donor guidelines are essential. Knowledge of SAGA and SI finance tools such as BOUSSOL and AB is required. Additionally, candidates should demonstrate experience in team management and capacity building.

Educational Background:
The educational requirement for this position is a Master’s degree in administration and finance. This advanced degree is crucial for understanding the complexities of financial management in a humanitarian context and for effectively supporting the Finance Coordinator in their duties.

Experience:
The ideal candidate should have 3 to 4 years of relevant experience in the humanitarian sector, particularly in finance roles. This experience should include responsibilities similar to those of the Deputy Finance Coordinator, demonstrating a solid understanding of financial processes and procedures in a challenging environment.

Languages:
Fluency in English is mandatory for this position. Proficiency in Arabic is considered an advantage, while knowledge of French would be an asset, enhancing communication capabilities within diverse teams and with local stakeholders.

  • The salary is competitive, starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses for expatriates. The organization implements a break system, allowing for time off every three months, along with an additional rest day for each month worked. Expatriates are provided with a comprehensive insurance package covering healthcare expenses, including medical, dental, and repatriation costs. Living conditions in N'Djamena are favorable, with access to amenities and a supportive expatriate community. However, security constraints exist, particularly in regions like Darfur, where access is subject to negotiation and administrative challenges.
