Job Overview: The position of Deputy Program Director (DPA) involves leading the definition, development, and implementation of an intersectoral programmatic strategy in line with the organization's mandate and guidelines at both regional and global levels. The DPA will participate in reviewing SI's programmatic strategy in Burkina Faso and guide various technical departments by facilitating inter-departmental discussions and technical reflections. The role includes identifying strategic opportunities for SI's actions and contributing to the development of operational partnerships. The DPA is responsible for ensuring the quality of program and project implementation in Burkina Faso, providing necessary support to teams, and ensuring compliance with internal programmatic processes and contractual requirements, in accordance with SI's charter, humanitarian standards, and guidelines. The DPA will also oversee the design of project proposals and coordinate all departments to validate proposals before submission to headquarters.
Duties and Responsibilities: The DPA will manage senior departmental heads and experts, navigate restrictive conditions imposed by local authorities on NGOs, and ensure strong adherence to humanitarian principles. Key responsibilities include enhancing intersectoral integration of EHA (Water, Sanitation, and Hygiene), Shelter, SAME (security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security), Nutrition, and Protection both internally and with international and national partners. The DPA will also need to adapt programming continuously in a rapidly evolving context, manage a wide variety of internal and external stakeholders, and ensure operational continuity despite security challenges. The first priorities for the DPA will include launching project proposal writing for 2023 and 2024, strengthening the MEAL department, developing a framework for continuous contextual analysis, reviewing the new organization of programs, and ensuring operational guidance for program teams in line with evolving contexts.
Required Qualifications: Candidates must possess a strong generalist background, ideally holding a Master's degree in international relations, humanitarian action, political science, or a related field. Alternatively, a technical university degree at least equivalent to BAC + 5 in relevant fields such as EHA, SAME, Shelter, Protection, or Nutrition is acceptable. Candidates should have at least 3-4 years of experience in the humanitarian sector, demonstrating strong technical and transversal skills, including strategic vision, reflexivity, contextual analysis, and coordination capabilities. Excellent management and leadership skills, as well as strong representation abilities, are essential. Candidates should also exhibit autonomy, dynamism, and proactivity.
Educational Background: The educational background required for this position includes a higher education degree, preferably a Master's in fields related to international relations, humanitarian action, or political science. Alternatively, a technical university degree of at least BAC + 5 in relevant areas such as EHA, SAME, Shelter, Protection, or Nutrition is acceptable.
Experience: The position requires a minimum of 3-4 years of experience in the humanitarian sector, indicating a solid understanding of the challenges and dynamics involved in humanitarian work, particularly in complex and volatile environments.
Languages: Fluency in French is mandatory, and proficiency in English is also required. Knowledge of local languages is considered a plus, enhancing communication and engagement with local communities.
Additional Notes: The position is a short-term contract with a duration of 1 year, based in Ouagadougou, Burkina Faso. The salary starts at €3,080 gross per month, which includes a base salary of €2,800 plus a 10% annual leave allowance paid monthly, along with a monthly per diem of €55
SI covers housing costs and travel expenses between the expatriate's home country and the duty station. There is a break system in place, allowing for 7 working days off every three months, with additional rest days accrued monthly. Expatriates are provided with comprehensive health insurance covering medical expenses, including dental and optical care, and necessary vaccinations and malaria treatments are reimbursed. The living conditions in Ouagadougou are described as relatively pleasant, with good cultural and recreational opportunities, although security measures are in place due to the volatile political situation.
