Job Overview: The Electrical Engineer Specialist will be a vital member of the management Services Unit, collaborating closely with the Country Office Engineering Unit. This position is crucial for the design, implementation, and maintenance of safe and efficient electrical systems across various client projects and facilities in South Sudan. The specialist will be responsible for coordinating with service providers, participating in assessment missions, and adhering to established procedures to meet the infrastructural and operational needs of clients. The role encompasses electrical systems design and implementation, project management, and providing expert technical guidance to ensure alignment with client standards and policies.
Duties and Responsibilities:
Electrical Design and Assessment: Conduct assessments and develop designs for electrical installations, including business cases, calculations, and technical drawings. Ensure compliance with the client's Construction Manual and prepare recommendations for safety, efficiency, and environmental sustainability improvements. Oversee installation and commissioning of electrical systems, maintaining project performance monitoring and reporting until project completion.
Budgeting, Reporting and Cost Estimation: Develop project budgets and accurate cost estimates for electrical system installations. Contribute to timely reporting on outputs to facilitate decision-making and project adjustments.
Procurement and Tender Preparation: Provide technical expertise during the procurement process, ensuring compliance with electrical standards. Assemble tender packages, including scope of work, bill of quantities, evaluation criteria, and contract documents for electrical installations.
Stakeholder Liaison and Coordination: Collaborate with internal and external stakeholders to ensure a coordinated approach to infrastructure projects. Provide technical updates and reports on project progress as requested.
Project Supervision and Quality Assurance: Supervise electrical installation works, guiding contractors and consulting firms. Conduct quality assurance inspections during design and implementation phases to uphold client standards.
Technical Support and Documentation: Utilize CAD software and other engineering tools to produce accurate design and project documentation. Maintain records of project performance and outcomes, contributing to lessons learned for future improvements.
Additional Duties: Undertake any other responsibilities assigned by the supervisor to support client objectives in South Sudan.
Required Qualifications: Proficiency in AutoCAD and other engineering software, as well as MS Office. Advanced writing and verbal communication skills in English are essential. A strong understanding of safety, efficiency, and environmental sustainability practices is also required. Candidates should possess strong project management skills, a customer service orientation, excellent problem-solving abilities, and attention to detail. The ability to work effectively in a multicultural and fast-paced environment is crucial.
Educational Background: A relevant degree in Electrical Engineering or a related field is required. Additional certifications in project management or specialized electrical systems design would be advantageous.
Experience: Candidates should have a minimum of 5 years of experience in electrical engineering, particularly in designing and implementing electrical systems in a project management context. Experience working in humanitarian or development projects, especially in conflict-affected areas, is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of additional languages relevant to the region would be considered an asset.
