Job Overview: The STA – Feasibility Study Team Leader position is crucial for the successful design and implementation of a new program aimed at addressing the challenges faced by at-risk youth in Liberia. This role involves overseeing the feasibility study in collaboration with the Agence Française de Développement (AFD) and the Institut Européen de Coopération et de Développement (IECD). The Team Leader will coordinate various aspects of the study, including document reviews, report drafting, stakeholder engagement, and logistical planning for meetings. The position requires a proactive approach to ensure that all milestones are met and that communication flows effectively among all parties involved.
Duties and Responsibilities:
Oversee the feasibility study's progress, ensuring that all milestones and deadlines are met.
Address any issues or roadblocks that arise during the study process.
Act as the primary point of contact for all stakeholders involved in the feasibility study.
Maintain stakeholder engagement by addressing concerns and providing regular updates.
Liaise with IECD and targeted study participants, ensuring proactive communication.
Schedule and facilitate necessary meetings, interviews, and workshops.
Collaborate with the Mercy Corps TraQ team to align study goals and methodologies.
Share findings and insights to support team objectives. 1
Develop agendas and prepare materials for all meetings related to the feasibility study. 1
Coordinate with external consultants and manage a team of enumerators for data collection. 1
Review and analyze documents related to the feasibility study and draft comprehensive project reports. 1
Maintain organized records of all project-related documents and communications on Sharepoint. 1
Implement quality control measures to ensure the accuracy and reliability of study outputs. 1

Required Qualifications:
At least 5 years of experience in international development programs, preferably in Africa and focusing on youth issues.
University degree in a relevant field.
Demonstrated coordination experience, ideally on an AFD feasibility study.
Extensive experience in conducting research, evaluations, and developing analytical tools.
Proven ability to work productively with diverse stakeholders and meet tight deadlines.
Familiarity with AFD rules and regulations.
Experience in West Africa, particularly Liberia, is preferred.
Educational Background: A university degree in a relevant field is required for this position. This could include degrees in international development, social sciences, public policy, or related areas that provide a strong foundation for understanding the complexities of development work, particularly in the context of youth issues.
Experience: The position requires a minimum of 5 years of relevant experience in international development programs, with a strong preference for candidates who have worked specifically on youth-related issues in Africa. Experience in conducting feasibility studies, program design, and proposal development is highly valued, as is familiarity with the operational context in Liberia or similar environments.
Languages: Excellent written and verbal communication skills in English are mandatory for this position. Proficiency in French is considered an added advantage, particularly due to the involvement of French-speaking partners and donors, but it is not essential for the role.
Additional Notes: The position is unaccompanied and based in Monrovia, Liberia, requiring up to 60% travel to field locations to support the feasibility study's implementation. Housing for this role will be in individual accommodations, and limited medical services are available in the area.
