Job Overview:
The position of International Consultant - Education Specialist at UNESCO involves providing technical expertise and program implementation support in the fields of education, culture, and media development. The consultant will play a crucial role in planning, implementing, monitoring, and evaluating various programs and projects, particularly focusing on two main education initiatives: Strengthening Teacher Education in Myanmar (STEM) and the Education Sector Programme Implementation Grant (ESPIG). The specialist will be responsible for coordinating the design and formulation of the Transitional Sustainable Development Cooperation Framework (TSDCF) for 2024-2025, ensuring effective monitoring and reporting of joint initiatives, and contributing to the development of education proposals and program documents. This role requires a deep understanding of the Myanmar education context and the ability to work collaboratively with various stakeholders to achieve educational goals.

Duties and Responsibilities:
The duties and responsibilities of the International Consultant include:
  • Supporting the design and formulation of the TSDCF 2024-2025, including participation in task teams and validation of the Common Country Analysis.
  • Coordinating with the Resident Coordinator’s Office, UNDP, and UNESCO’s program teams to monitor and report on joint initiatives.
  • Assisting in the development of education proposals through desk reviews, data collection, and drafting.
  • Compiling and analyzing data to produce quarterly progress reports and narratives for reporting.
  • Facilitating discussions among project team members to ensure lessons learned are integrated into planning and implementation.
  • Developing advocacy materials based on program achievements and challenges.
  • Producing meeting minutes, surveys, concept notes, and reviewing planning documents.
  • Advising on strategies for planning, monitoring, and evaluating programs in line with established work plans.
  • Developing a repository for STEM Phase III activities and supporting the closing of the program. 1
  • Providing technical advice for the implementation of ESPIG activities, including policy development and capacity building for partners.

Required Qualifications:
The required qualifications for this position include:
  • A Master’s degree in education, economics, management studies, international development, or a related field.
  • At least five years of experience in education development, particularly in education planning and management, monitoring, and evaluation.
  • Previous experience in teacher education or higher education reforms, preferably in developing countries.
  • Good knowledge of the Myanmar context is desirable.
  • Proven research and analytical skills, excellent organizational skills, and proficiency in common office ICT productivity tools.
  • Ability to work independently and collaboratively in a multicultural environment.
  • Excellent communication skills.

Educational Background:
Candidates must possess at least a Master’s degree with specialization in education, economics, management studies, international development, or a related field. A multi-disciplinary educational background with training in analytical studies and public policy is preferred.

Experience:
Candidates should have a minimum of five years of relevant work experience in education development, particularly in areas related to education planning, management, and monitoring and evaluation. Experience in teacher education or higher education reforms in developing countries is highly desirable, along with familiarity with the Myanmar education context.

Languages:
Excellent knowledge of English, both written and spoken, is mandatory. Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered a desirable qualification.
