Job Overview:
The Monitoring and Evaluation (M&E) Lead is a critical position within Mercy Corps, responsible for developing and implementing a comprehensive M&E system for the anticipated $12 million, five-year USAID/BHA-funded Early Recovery, Risk Reduction, and Resilience (ER4) Activity in Nepal. This role involves generating and analyzing quality evidence and data through monitoring, assessments, and evaluations, ensuring that the program effectively reduces disaster risk and enhances the disaster management capacity of the Government of Nepal (GoN). The M&E Lead will oversee all M&E aspects of the Activity, manage staff and resources, and promote evidence-based decision-making and adaptive management. The position requires strong technical expertise in M&E systems, stakeholder engagement, and the ability to foster a culture of learning within the organization.

Duties and Responsibilities:
The M&E Lead will be responsible for a wide range of duties, including: designing and revising strategic M&E documents such as the M&E Plan, theory of change, logframe, and performance indicator reference sheets; overseeing the implementation of participant-based surveys; promoting collaboration and learning through periodic learning initiatives; ensuring adherence to USAID/BHA policies and Mercy Corps M&E standards; designing and implementing an information management system for data collection and reporting; conducting data quality assessments; mentoring and training program and M&E teams; representing Mercy Corps in M&E forums; and collaborating with partner organizations to ensure the quality of their M&E systems. The M&E Lead will also supervise several direct reports on the Activity M&E team and report directly to the Activity Chief of Party.

Required Qualifications:
Candidates must possess an MA/S degree in statistics, economics, or a relevant field with substantial coursework in quantitative methods. A BA/S degree with two additional years of applicable experience may substitute for a master's degree. Additionally, at least five years of professional experience in designing and implementing M&E systems in humanitarian response or disaster risk reduction (DRR) programs is required, with a preference for experience on USAID/BHA-funded programs. Candidates should have extensive experience in building monitoring systems, conducting quantitative and qualitative analysis, and promoting evidence-based program management. Strong conceptual knowledge of M&E frameworks, data quality assurance, and resilience integration is essential, along with excellent communication skills in English and proficiency in Nepali or other local languages preferred.

Educational Background:
The educational background required for this position includes a master's degree in statistics, economics, or a related field with significant coursework in quantitative methods. Alternatively, a bachelor's degree with two additional years of relevant experience may be accepted in lieu of a master's degree. Candidates should have a strong foundation in statistical analysis and data management techniques.

Experience:
The position requires a minimum of five years of professional experience in designing and implementing M&E systems, particularly in the context of humanitarian response or DRR programs. Preference will be given to candidates with experience in USAID/BHA-funded programs and those who have demonstrated success in building and strengthening monitoring systems, conducting evaluations, and promoting evidence-based decision-making.

Languages:
Fluency in English is mandatory, with excellent verbal and written communication skills. Proficiency in Nepali and/or other languages spoken in western Nepal is preferred, as it will facilitate better engagement with local communities and stakeholders.

Additional Notes:
This position is based in Kathmandu, Nepal, with significant travel required to program locations across the country. The role is full-time and involves supervising several direct reports on the Activity M&E team.
