Job Overview: The Finance Senior Officer position is crucial for the financial management of assigned projects within UNOPS. This role involves overseeing the financial operations, ensuring compliance with UN regulations, and promoting a collaborative, client-oriented approach. The officer will be responsible for implementing operational strategies, managing budgets, overseeing cash management, and ensuring accurate financial reporting. The position requires a proactive approach to problem-solving and the ability to adapt processes to meet the evolving needs of the organization. The Finance Senior Officer will work closely with various teams to enhance financial management practices and ensure the effective utilization of resources, ultimately contributing to the success of UNOPS projects.
Duties and Responsibilities: The Finance Senior Officer will carry out a comprehensive set of duties, including:
Implementing operational strategies and procedures to ensure compliance with UN/UNOPS rules and regulations.
Preparing and managing budgets, including coordinating the preparation of field operating budgets and monitoring expenditures.
Overseeing cash management processes, ensuring sufficient funds for disbursements, and managing fund flows.
Supporting quality control of project accounts through ongoing review and reconciliation.
Preparing financial reports for timely submission to donors and coordinating with various teams for cash and expenditure report reconciliation.
Conducting audits and ensuring compliance with audit recommendations.
Organizing training and knowledge-sharing initiatives for personnel on finance-related topics.
Collaborating with project teams to strengthen budget management and take corrective actions when necessary.
Required Qualifications: The position requires a Master's Degree in Accounting, Financial Management, Treasury Management, Business Management, Business Administration, or a related field. Alternatively, a Bachelor's degree in these areas with an additional 2 years of relevant experience is acceptable. A Certified Public Accountant or equivalent professional qualification is considered an asset. Candidates must have a minimum of 2 years of professional-level experience in accounting or budgeting, particularly in project accounting and financial statement preparation within an international organization. Experience with international financial institutions and financial auditing is preferred, along with knowledge of UNOPS financial rules and regulations. Proficiency in using ERP systems and office software packages is also required.
Educational Background: Candidates must possess a Master's Degree in a relevant field such as Accounting, Financial Management, or Business Administration. If the candidate holds a Bachelor's degree, they must have an additional 2 years of relevant experience in lieu of the Master's degree. A professional qualification such as a Certified Public Accountant is advantageous.
Experience: The position requires a minimum of 2 years of professional-level experience in accounting or budgeting, specifically with responsibilities related to project accounting and financial statement preparation. Experience in an international organization providing financial management services is essential. Familiarity with international financial institutions and financial auditing is preferred, as is knowledge of UNOPS financial rules and regulations. Proficiency in using ERP systems and office software is also necessary.
Languages: Fluency in English and Myanmar is mandatory for this position. Knowledge of another official UNOPS language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse work environment.

The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
