Job Overview:
The Budget and Finance Officer position at IARC involves significant responsibilities in coordinating and developing the Agency's biennial programme budget. The incumbent will supervise the Budget and Finance Office, which consists of three units: Resource Mobilization and Management Office (RMO), Budget Office (BO), and Finance Office (FO). This role is crucial for ensuring that the Agency achieves its financial goals and identifies new funding sources. The officer will also play a key role in implementing a new ERP solution, enhancing the financial management processes within the organization. The position requires a proactive approach to financial planning and management, ensuring compliance with applicable rules and regulations while fostering a service-oriented culture within the team.

Duties and Responsibilities:
  • Provide effective leadership and management of the Budget and Finance Office, ensuring efficient service delivery in accordance with established rules and regulations.
  • Lead the preparation of IARC’s biennial programme and budget, including drafting budget scenarios for review and facilitating financing dialogues with Participating States.
  • Manage budget allocations and monitor the implementation of the financial aspects of the Agency’s programme budget, preparing comprehensive financial reports.
  • Provide periodic financial status reports and strategic advice on funding options to the Director.
  • Develop administrative policies and budgetary control guidelines, coordinating the annual Internal Control Self-Assessment.
  • Identify new funding streams and cost-saving opportunities, providing operational support to the Director and Branch Heads.
  • Coordinate audit visits and responses to audit reports, ensuring implementation of recommendations.
  • Manage travel-related financial processes and represent IARC in consultations with national authorities and other organizations.
  • Support the implementation of the ERP system, ensuring alignment with organizational needs. 1
  • Serve as Deputy Head of SSR and participate in various committees, acting as DAF during absences. 1
  • Perform additional tasks as assigned by the Director.

Required Qualifications:
Essential qualifications include an advanced university degree in public or business administration, economics, law, accountancy, or a related field with a specialization in budget and finance. A professional qualification in accountancy and/or audit is desirable. Candidates must demonstrate substantial knowledge of financial markets and resource mobilization strategies, as well as experience with IPSAS principles. Strong organizational and supervisory skills are essential, along with proficiency in ERP systems and Microsoft Office, particularly Excel. Desirable qualifications include familiarity with WHO or UN structures and the ability to foster teamwork and initiative among staff.

Educational Background:
Candidates must possess an advanced university degree in a relevant field such as public or business administration, economics, law, or accountancy from an accredited institution. A professional qualification in accountancy or audit is considered an asset, enhancing the candidate's profile for this role.

Experience:
The position requires at least 10 years of progressively responsible experience in resource planning, budget formulation, financial monitoring, and analysis within a complex organization. At least 5 years of this experience should be at the international level, encompassing both public and private sectors, with a strong emphasis on IPSAS/IFRS accounting. Experience in result-based budgeting and management methodologies is essential, while working experience in a scientific research environment and ERP implementation projects is desirable.

Languages:
Excellent knowledge of English is mandatory, while working knowledge of French is desirable. Knowledge of other WHO official languages would be an asset, enhancing communication within the international context of the organization.

Additional Notes:
The position offers a competitive remuneration package, starting with an annual base salary of USD 92,731, along with a variable post adjustment reflecting the cost of living in Lyon. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
