Job Overview:
The Health Cluster Coordinator will lead the Health Cluster's efforts in managing health emergencies and coordinating health responses during crises. This role involves conducting needs assessments, strategic planning, and ensuring compliance with national and international health standards. The coordinator will facilitate partnerships among health organizations, oversee the development of health sector plans, and ensure effective communication and information sharing among stakeholders. The position requires a proactive approach to identifying gaps in health services and advocating for necessary resources and support to address the health needs of affected populations. The coordinator will also be responsible for monitoring and evaluating health interventions and promoting best practices within the cluster.

Duties and Responsibilities:
  • Manage and coordinate rapid health needs assessments and participatory assessments to identify humanitarian health needs.
  • Lead the development of health sector components for the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).
  • Facilitate coordination among health partners and ensure effective planning and monitoring of health services delivered to affected populations.
  • Identify technical gaps and training needs, and promote capacity building among health partners.
  • Develop and implement an Information Management strategy for the Health Cluster to facilitate information sharing and reporting.
  • Liaise with funding bodies to manage resource mobilization efforts and oversee the development of funding proposals.
  • Coordinate the implementation of an Indicators' Monitoring Framework to ensure effective health interventions.
  • Advocate for health sector priorities and represent the Health Cluster in inter-cluster coordination mechanisms.
  • Conduct joint support missions to field operations and facilitate consultative meetings with stakeholders. 1
  • Perform any other duties as required by the functional supervisor.

Required Qualifications:
  • An advanced university degree (Master's level or above) in Public Health, Medicine, International Health, or a related field.
  • Specialized training in emergency management, international aid, humanitarian principles, health system recovery, and health cluster coordination is desirable.
  • At least 7 years of relevant experience at national and international levels in emergency and humanitarian relief operations, including managing health programs in emergencies.
  • Demonstrated knowledge of rapid response operations and public health in emergencies.
  • Excellent negotiation skills and ability to convene stakeholders for effective policy processes.

Educational Background:
Candidates must possess an advanced university degree (Master's level or above) in Public Health, Medicine, International Health, or a related field. Specialized training in emergency management and humanitarian principles is desirable, indicating a strong foundation in health systems and emergency response.

Experience:
Candidates should have a minimum of 7 years of relevant experience at both national and international levels. This experience should include developing collaborative partnerships in emergency and humanitarian relief operations, as well as managing and coordinating health programs during both chronic and acute emergencies. Relevant work experience with WHO, other UN agencies, or humanitarian organizations is considered an asset.

Languages:
Essential: Expert knowledge of English is required. Desirable: A beginner's knowledge of WHO's official languages is advantageous, reflecting the organization's commitment to multilingualism and effective communication across diverse contexts.

Additional Notes:
This position is classified under the Professional category with a starting annual base salary of USD 77,326, subject to deductions for pension contributions and health insurance. The position includes a variable post adjustment reflecting the cost of living in Islamabad, currently amounting to USD 2,919 per month. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
