Job Overview:
The Finance and Administrative Assistant position at the WHO European Centre for Environment and Health in Bonn is crucial for supporting the technical programs of the center. The incumbent will ensure adherence to WHO financial rules and regulations while providing essential administrative support. This role involves managing financial transactions, preparing reports, and maintaining accurate records in the accounting system. The assistant will also coordinate with various departments to facilitate smooth operations and support the overall mission of the center, which is to address health challenges related to the environment and communicable diseases. The position requires a proactive approach to problem-solving and a commitment to maintaining high standards of accuracy and efficiency in financial management and administrative tasks.

Duties and Responsibilities:
The incumbent will be responsible for a variety of finance and administrative duties, including but not limited to: managing the Bonn e-Imprest account, inputting financial transactions, generating monthly reconciliations, and preparing reports for both bank and petty cash. The assistant will check invoices for compliance with APIA requirements, confirm receipt of services in the GSM system, and manage petty cash disbursements. Additionally, the role involves liaising with the Global Service Desk to resolve outstanding invoice issues, preparing recurring financial reports, and maintaining contact with local banks for online banking transfers. The assistant will also manage corporate suppliers, issue service requisitions, maintain the fixed assets inventory, and support the onboarding of new staff. Organizing meetings and events, monitoring the WHO/ECEH email for inquiries, and acting as a liaison with the Protocol Office of the German Ministry of Foreign Affairs are also key responsibilities.

Required Qualifications:
Candidates must possess a secondary school graduation or equivalent technical or commercial school education. Desirable qualifications include higher education from an accredited institution and specialized training in finance, administration, or management. Proven skills in standard office software such as Windows, Word, Excel, Outlook, and PowerPoint are essential, along with experience in accounting software and ERP systems. Knowledge of WHO policies and procedures is required, and candidates should demonstrate a commitment to continuous professional development in IT skills and financial management.

Educational Background:
The essential educational requirement for this position is equivalent to graduation from secondary school or a technical/commercial school. Desirable qualifications include higher education from an accredited institution, with a focus on finance, administration, or management. Basic training in accounting principles is also preferred, as it will aid in the execution of financial tasks and responsibilities.

Experience:
Candidates should have at least five years of progressively responsible experience in finance and administrative roles, with a minimum of two years of bookkeeping experience. Desirable experience includes working within WHO or other UN agencies, which would provide familiarity with the organization's operational procedures and standards.

Languages:

Additional Notes:
This position offers an attractive remuneration package, including an annual net base salary starting at EUR 44,919, subject to mandatory deductions for pension contributions and health insurance.
