Job Overview:
The Technical Officer for Health Services Reforms will play a crucial role in providing technical support to Member States within the WHO European Region. This position involves designing integrated health services and developing national frameworks for health service management. The officer will focus on quality criteria in health management education programs and will be responsible for improving health service management models at the country level. The role requires collaboration with various stakeholders, including professional bodies and patients, to enhance the quality and accessibility of health services. The officer will also engage in policy dialogues and support the implementation of health service reforms, particularly in light of lessons learned from the COVID-19 pandemic. This position is essential for advancing the health service management agenda and ensuring that health systems are resilient and responsive to the needs of the population.

Duties and Responsibilities:
The Technical Officer will be responsible for a wide range of duties, including:
  • Providing technical and operational guidance on health service management models, focusing on international best practices.
  • Assisting with literature reviews, data analysis, and benchmarking frameworks for health service management training programs.
  • Preparing agenda background documents and overseeing multidisciplinary country missions and technical assessments.
  • Contributing to policy dialogues and implementation support packages using a network of national and international experts.
  • Managing the evidence base in health service management and developing country analyses on specialized topics.
  • Building expert networks to improve capacity and quality in health management and human resources.
  • Developing collaborative activities with national stakeholders to advance health service management.
  • Providing operational support for strategic work on health service management and reforms.
  • Reporting on activities and communicating risks to project managers and team members. 1
  • Performing other duties as assigned that contribute to the operational management of health service improvements.

Required Qualifications:
Candidates must possess a university degree in health science, such as medicine, public health, health systems/service administration, or a relevant field. An additional Master's level degree in one of these fields is desirable. Candidates should demonstrate broad knowledge of integrated care and political systems, as well as the ability to interact with policymakers and key health stakeholders. Strong skills in data management, analysis, and communication are essential, along with the ability to work in a fast-paced environment.

Educational Background:
The essential educational background required for this position includes a university degree in health science, with a focus on areas such as medicine, public health, or health systems administration. A Master's degree in a related field is considered desirable and would enhance a candidate's qualifications for the role.

Experience:
Candidates should have at least 5 years of relevant national and international experience in technical areas related to health services provision and organization. Experience should focus on integrated care and health service management. Desirable experience includes supporting countries in designing or implementing health service reforms, as well as relevant experience within WHO, the United Nations, or other international organizations.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of additional languages such as French, Russian, or German is considered desirable and may enhance communication with diverse stakeholders.

The position offers a competitive remuneration package, with an annual base salary starting at USD 64,121, along with a variable post adjustment reflecting the cost of living in Copenhagen.
