Job Overview:
The consultant will be tasked with developing a draft of the National Pharmaceutical Policy (PPN) for the period 2025-2034 and its corresponding strategic plan for 2025-202
  • This role is crucial as the last PPN was established in 2009, and the previous strategic plan covered 2010-201
  • Given the evolving landscape of the pharmaceutical sector and the health system in Chad, it is imperative to update the PPN to align with the National Health Development Plan (PNDS4). The consultant will work under the supervision of the Team Lead of the ULC cluster and will collaborate with various stakeholders to analyze the current pharmaceutical sector, identify challenges, and propose actionable strategies to enhance the quality of healthcare and ensure the sustainability of the pharmaceutical sector.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive analysis of the pharmaceutical sector in Chad through document reviews and stakeholder interviews. Key tasks include:
  • Analyzing the current situation of the pharmaceutical sector based on existing documentation.
  • Identifying key issues and challenges facing the pharmaceutical sector in Chad.
  • Formulating a vision, objectives, and strategies for the new policy.
  • Proposing budgeted actions to address identified problems.
  • Establishing a monitoring and evaluation framework with appropriate indicators for the implementation of the PPN and its strategic plan.
  • Presenting the draft PPN and strategic plan to the multisectoral committee for validation. The consultant will also engage in interviews with public health programs, central health ministry departments, health district representatives, and other relevant stakeholders to gather insights and data necessary for the policy formulation.

Required Qualifications:
Essential qualifications include a degree in pharmacy, with desirable qualifications being a degree in public health or additional training in pharmaceutical policy formulation, pharmaceutical standards, or related fields. Candidates should possess strong analytical skills, proficiency in computer applications (Word, Excel, PowerPoint, Epi-Info), and excellent communication and report writing abilities. The ability to work independently and collaboratively in a team setting is also essential.

Educational Background:
Candidates must hold a pharmacy degree as a minimum requirement. Additional desirable qualifications include a degree in public health or specialized training in pharmaceutical policy formulation, pharmaceutical regulations, supply chain management, or quality assurance in medical products. Such educational backgrounds will enhance the candidate's ability to contribute effectively to the development of the PPN.

Experience:
Candidates should have a minimum of 7 years of experience in implementing pharmaceutical policies and strategies. Experience in designing and developing policy documents is essential, along with professional experience within a pharmaceutical regulatory authority. Familiarity with the local dynamics of the pharmaceutical sector in Chad is crucial, and experience in similar projects in Central or West African countries is desirable. Participation in studies or projects funded by international organizations or NGOs will be an added advantage.

Languages:
Fluency in French is mandatory, with practical knowledge of local languages such as Arabic and Sara being beneficial. Proficiency in English is also desirable, as it may facilitate communication with international stakeholders and resources.

Additional Notes:
The consultancy duration is three months from the date of contract signing. This vacancy may also be used to identify candidates for other similar consultancies at the same level.
