Job Overview: The National Professional Officer (NPO) position focuses on combating HIV/AIDS, tuberculosis, and viral hepatitis in Chad. The role is crucial for improving the health and well-being of the population and contributing to community and national development efforts. The NPO will provide strategic and technical support for the development of policies, guidelines, and plans for prevention and care related to these diseases. The position requires a strong emphasis on vulnerable groups, including children, pregnant and breastfeeding women, and key populations. The NPO will also evaluate epidemiological and programmatic situations, support operational research, and facilitate the implementation of WHO normative guidance. The role involves mobilizing resources, enhancing collaboration with international and national partners, and ensuring the integration of disease control programs into the broader health system.
Duties and Responsibilities:
Provide strategic and technical support for the development of policies, guidelines, and plans for the prevention and care of tuberculosis, HIV, hepatitis, and sexually transmitted infections.
Focus on vulnerable populations, including children, pregnant women, and patients with co-infections.
Evaluate the epidemiological situation by analyzing data related to programs, consumption, and surveillance.
Support operational research and contribute to global monitoring structures for HIV, hepatitis, and STIs.
Develop operational plans and facilitate their implementation.
Support the adoption of a patient-centered approach in health services.
Monitor the performance of disease control programs and support real-time progress tracking.
Mobilize resources for priority activities, especially those supported by the Global Fund and PEPFAR.
Strengthen collaboration with technical and financial partners. 1
Promote the integration of disease control programs into health systems and ensure legislative and regulatory support. 1
Facilitate dialogue with health ministries and improve visibility for disease control activities. 1
Regularly update the WHO Representative on epidemiological situations and response developments. 1
Liaise with regional and headquarters offices to provide technical support and monitor epidemic responses.
Required Qualifications: Essential: A university degree in medicine or public health from an accredited institution. Desirable: A postgraduate degree in epidemiology or public health; training in tuberculosis and hepatitis control. Candidates should possess in-depth knowledge of HIV programming and implementation, as well as experience in technical management at the national level. Strong analytical skills and the ability to develop guidelines and monitor progress are essential. Knowledge of the Global Fund processes is also desirable.
Educational Background: Candidates must have a university degree in medicine or public health from an accredited institution. A postgraduate degree in epidemiology or public health is desirable, along with training in tuberculosis and hepatitis control.
Experience: Essential: At least five years of experience in HIV and tuberculosis control at the national or international level. Practical experience in program review and strategic planning is required. Desirable: Experience with WHO or another UN agency is an asset. A minimum of three years of experience in large public health projects is preferred, along with clinical experience in HIV treatment, including pediatric care. Experience in programming for key populations and in co-infection control is also beneficial.
Languages: Essential: Expert knowledge of French is required. Desirable: Intermediate knowledge of English is preferred.
Additional Notes: The position offers an annual base salary starting at XAF 28,215,000, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
