Job Overview:
The Programme Coordination Assistant will work under the authority of the Director of the UNESCO Regional Office for East Asia in Beijing and will be directly supervised by the Education Programme Specialist. The primary function of this position is to provide administrative and program-related assistance to ensure the effective implementation of UNESCO's educational programs. This includes supporting project implementation, monitoring and evaluation, budget management, and reporting. The assistant will also be involved in drafting contracts, preparing payments, and maintaining communication with project partners. Additionally, the role requires organizing events, seminars, and workshops, as well as preparing various reports and communications. The assistant will also be responsible for maintaining contacts with UNESCO National Commissions and other stakeholders across five countries: China, Mongolia, Japan, Democratic People's Republic of Korea, and Republic of Korea.

Duties and Responsibilities:
  • Provide necessary administrative support for project implementation, monitoring & evaluation, budget monitoring, reporting, and updating relevant databases within UNESCO’s programs.
  • Assist in drafting contracts, preparing and monitoring payments, overseeing budget situations, and communicating with project partners to ensure smooth implementation of program activities.
  • Help prepare UNESCO work plans and project proposals for mobilizing voluntary contributions, as well as reporting and updating relevant databases.
  • Organize events, seminars, workshops, and training sessions, providing support for the Unit and undertaking travel missions as needed.
  • Prepare various reports and communications, including periodic reports on program implementation, country briefings, UN reporting, meeting minutes, and inputs for office publications and social media.
  • Maintain contacts with UNESCO National Commissions, line ministries, UN agencies, development agencies, donors, and NGOs in the five countries covered by the regional office.
  • Undertake any other assignments related to the position as requested by the Director or the Education Programme Specialist.

Required Qualifications:
The position requires a university degree, secondary, technical, or vocational training. A minimum of 5 years of relevant experience is necessary, particularly in project management, coordination, and implementation. Candidates should demonstrate ethics and integrity, corporate knowledge, sound judgment, and effective communication skills. They should also be capable of working both independently and as part of a team, managing conflicts, and complying with UNESCO’s rules and regulations.

Educational Background:
Candidates should possess a university degree. A degree in Administration Management, Public Relations, International Relations, Languages, or Education is desirable. Secondary, technical, or vocational training may also be considered.

Experience:
Candidates must have a minimum of 5 years of relevant experience, with at least 2 years of experience in an international organization or diplomatic entity being preferred. Relevant professional experience in project administration and communication with partners is also beneficial.

Languages:
Excellent knowledge of English and Mandarin (oral and written) is mandatory for this position. Proficiency in additional languages may be considered an asset.

Additional Notes:
The position is classified as a Level 2 role with a standard duration of assignment of 1 year. The contract is non-staff, and recruitment is open to both internal and external candidates. Benefits include 2.5 days of leave per month and up to 25% of the basic salary with proof of enrollment in a medical insurance and pension plan. UNESCO is a non-smoking organization, and a written assessment may be used in the evaluation of candidates.
