Job Overview:
The Programme Associate position at UN Women in Beijing is integral to the development and implementation of effective programs aimed at enhancing women's economic empowerment (WEE) and addressing gender issues in China. The role involves providing support to the Programme Team in various capacities, including research, financial management, and program implementation. The Programme Associate will work closely with operations, program, and project staff within the China Office, as well as with the Asia and the Pacific Regional Office and UN Women Headquarters. The position requires a proactive approach to resolving complex finance-related issues and facilitating the exchange of information among stakeholders. The Programme Associate will contribute to the successful execution of the Women in Motion 2.0 project, which focuses on improving career development opportunities for women and combating gender-based discrimination in workplaces across China.

Duties and Responsibilities:
  • Provide advanced administrative and logistical support for program formulation and management, including preparation of work plans, budgets, and proposals.
  • Offer technical guidance to country offices and executing agencies on program delivery and reporting.
  • Coordinate information collection for program audits and support the implementation of audit recommendations.
  • Develop or update standard operating procedures, guidelines, and templates for program management.
  • Review program data for the Country Office website and compile information for various documents.
  • Manage financial aspects of the Programme Unit, including budget preparation, monitoring, and reporting.
  • Oversee logistical arrangements for meetings, workshops, and events, including travel arrangements for the Programme Team.
  • Prepare public information materials and liaise with high-level officials on administrative matters.
  • Support resource mobilization efforts by preparing agreements and processing donor information. 1
  • Facilitate knowledge sharing and training for staff and partners on program management and operations.

Required Qualifications:
The position requires a minimum of 7 years of progressively responsible experience in administration or program management/support. Candidates must have experience working in a computer environment with multiple office software packages and supporting a team. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable. Strong knowledge of program management, financial and budgeting skills, and excellent IT skills are essential. The candidate should also possess the ability to synthesize and present information clearly and effectively.

Educational Background:
Completion of secondary education is required, while a Bachelor’s degree in Business or Public Administration is considered an asset. This educational background supports the administrative and program management functions of the role, equipping the candidate with the necessary skills to navigate the complexities of program implementation and financial management.

Experience:
Candidates must have at least 7 years of progressively responsible experience in administration or program management/support. This experience should include working in a computer environment using multiple office software packages and providing support to a team. Experience with modern web-based ERP systems, particularly Oracle Cloud, is a plus, as it indicates familiarity with contemporary financial and administrative processes.

Languages:
Fluency in English and Chinese is required for this position. Knowledge of another official UN language, such as French, Arabic, Russian, or Spanish, is desirable and would enhance the candidate's ability to engage with a diverse range of stakeholders and partners.
