Job Overview:
The position of National Professional Officer is critical in supporting the WHO's strategic engagement with China on global health issues. The incumbent will be based in the WHO China office in Beijing and will work closely with various stakeholders, including government partners, donors, and civil society organizations. The role involves contributing to the development and implementation of WHO's Country Cooperation Strategy (CCS) for 2022-2026, which aims to enhance global health partnerships and mobilize resources. The officer will facilitate communication between WHO's headquarters, regional offices, and the Chinese government, ensuring alignment with global health initiatives. This position also requires the preparation of briefings, presentations, and reports on key global health topics, as well as managing collaborative research activities with external partners.

Duties and Responsibilities:
The incumbent will be responsible for several key duties, including:
  • Developing and implementing strategic engagement initiatives with the Government of China and other partners on global health issues.
  • Leading coordination efforts for WHO proposals to the Global Development and South-South Cooperation Fund (GDF) and other funding opportunities.
  • Providing guidance on project applications, facilitating technical reviews, and advising on budget and procurement plans.
  • Managing internal communications with WHO headquarters and regional offices regarding South-South cooperation.
  • Identifying emerging collaboration opportunities with a diverse range of stakeholders to advance WHO's strategic partnerships.
  • Preparing briefings and presentations for senior WHO representatives and drafting speeches and fact sheets for global health events.
  • Responding to media inquiries and performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a Bachelor's degree (or higher) in management, business administration, international relations, or a related field. A Master's degree in a similar field is desirable, along with additional training in public health or communication. Candidates should have at least 5 years of experience in partnership and health program management, international relations, or international development, with a strong understanding of the Chinese health landscape. Knowledge of public health issues is also desirable. Skills required include expertise in stakeholder engagement, effective communication, program management, and policy analysis.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as management, business administration, or international relations. A Master's degree is preferred, along with any additional training in public health or media/communication. All educational qualifications must be obtained from institutions recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 5 years of relevant experience in partnership and health program management, international relations, or international development. Candidates should have a proven track record of working with key stakeholders in China and a strong understanding of global health issues. Experience in public health is considered an asset.

Languages:
Expert knowledge of English and Chinese is essential for this position. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
This is a National Professional Officer position, and only applications from nationals of China will be accepted. The role offers an annual base salary starting at CNY 804,630, with mandatory deductions for pension contributions and health insurance. The position includes 30 days of annual leave.
