Job Overview:
The Senior Advisor, Public Partnerships will support senior advisers and management in establishing annual work plans, setting priorities and performance measurements, and monitoring work progress to ensure results are achieved according to schedule. This role involves leading the work plan for the assigned area, ensuring timely and cost-effective delivery of results in line with UNICEF’s partnership strategy. The advisor will seek and promote new partnerships and resource mobilization, facilitate communication with potential collaborators, and provide strategic support to senior management in corporate engagement with partners. The position requires developing and maintaining knowledge of current and prospective partners, contributing to a database of key contacts, and expanding UNICEF’s network of key interlocutors. The advisor will also contribute to the development of new partnership practices and strategies for engagement, ensuring that UNICEF’s interests are represented in relevant policy processes.

Duties and Responsibilities:
  • Support senior management in establishing annual work plans and performance measurements.
  • Monitor work progress and ensure results are achieved according to performance standards.
  • Establish clear performance objectives and provide guidance to team members.
  • Lead the work plan for the assigned area to ensure timely delivery of results.
  • Seek and promote new partnerships and resource mobilization opportunities.
  • Facilitate communication with potential collaborators and relevant UNICEF staff.
  • Scan the external environment for opportunities and risks related to partnerships.
  • Provide strategic and logistical support to senior management in corporate engagement.
  • Develop and maintain knowledge of current and prospective partners. 1
  • Implement annual partnership engagement and resource mobilization plans. 1
  • Act as a focal point for outreach and engagement opportunities. 1
  • Contribute to the development of communications and advocacy products. 1
  • Guide, train, and coach short-term staff, including interns and consultants.

Required Qualifications:
  • An advanced university degree in international relations, political science, communications, international development, or a relevant technical field.
  • A minimum of eight years of professional experience in public affairs, programme management, resource mobilization, or external relations.
  • Prior experience in Government Ministries of China overseeing international development cooperation is an advantage.
  • Strong diplomatic communication and negotiation skills.
  • Authoritative knowledge of development issues and programming policies in international development cooperation.
  • Demonstrated ability to formulate new approaches in resource management and outreach activities.
  • Excellent verbal and written communication skills in English and Chinese.

Educational Background:
An advanced university degree is required in fields such as international relations, political science, communications, international development, or another relevant technical field.

Experience:
A minimum of eight years of professional experience in relevant areas such as public affairs, programme management, resource mobilization, or external relations is required. Experience working with Government Ministries in China is considered an advantage.

Languages:
Fluency in English and Chinese is required. Knowledge of another official UN language is an asset.
