Job Overview:
The MEAL Manager will oversee the Monitoring, Evaluation, Accountability, and Learning (MEAL) department within Solidarités International. This role involves supervising the department's team, implementing departmental objectives, and providing methodological support to program teams on technical questions related to MEAL. The MEAL Manager will work closely with the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator to ensure the quality and relevance of internal monitoring and evaluation activities. The position requires a proactive approach to integrate MEAL processes across all departments and contribute to institutional knowledge building. The role is critical in the context of the ongoing conflict in Ukraine, where humanitarian needs are significant and evolving.

Duties and Responsibilities:
  • Supervise the MEAL department team and ensure effective implementation of departmental objectives.
  • Provide methodological support to program teams on MEAL-related technical questions, including the design of M&E plans, data collection and analysis, and the establishment of complaint response mechanisms.
  • Collaborate with the MEAL Coordinator to oversee the quality of internal monitoring and evaluation activities, ensuring that recommendations and analyses are relevant and actionable.
  • Ensure that the MEAL department is well integrated with all other departments and that its activities are coherent with the overall mission objectives.
  • Contribute to the development and improvement of MEAL methods and techniques within the organization.
  • Address challenges such as staff turnover and the need for capacity building within the MEAL team, particularly in the initial months of the assignment.
  • Navigate security" style="border-bottom: 1px dotted #007bff !important;">security constraints and operational challenges in planning and implementing field activities in Dnipro and surrounding areas.

Required Qualifications:
  • At least 2 years of experience in monitoring, evaluation, and accountability, particularly in the humanitarian sector.
  • A minimum of 1 year of experience in leading MEAL activities, including planning, implementation, and follow-up.
  • Strong information management skills, with mandatory proficiency in Excel and Kobo, and optional skills in PowerBI and PowerQuery.
  • Demonstrated leadership and team-building abilities, with a focus on capacity building in MEAL processes and reporting.
  • Excellent communication skills, both written and oral, to effectively convey information and collaborate with diverse teams.

Educational Background:
A relevant educational background in social sciences, international development, or a related field is preferred. Candidates should possess a strong understanding of monitoring and evaluation frameworks and methodologies.

Experience:
Candidates should have a minimum of 3-4 years of experience in roles related to monitoring, evaluation, accountability, and learning, with specific experience in humanitarian contexts being highly desirable. Experience in a similar managerial position is also required.

Languages:
Fluency in English is mandatory for this position. Proficiency in Ukrainian and Russian is preferred, as it will facilitate communication with local staff and beneficiaries.

Additional Notes:
This is a salaried position with a starting gross salary of EUR 2310 per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of EUR 700 is provided. SI covers accommodation costs and travel expenses for expatriates. The position includes a break system, allowing for 7 working days off every three months, along with an additional rest day for each month worked. Expatriates are provided with a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Dnipro are described as comfortable, with access to basic services and a vibrant social life.
