Job Overview:
The Head of Finance is a pivotal role within UNOPS Myanmar, responsible for analyzing and interpreting financial rules and regulations to provide solutions for complex financial issues. This position requires a collaborative and client-oriented approach, ensuring that financial operations align with UNOPS standards. The Head of Finance will provide strategic advice and guidance to senior management, enabling informed decision-making regarding financial performance and resource allocation. This role also involves the development and implementation of financial management procedures, ensuring compliance with UNOPS policies, and enhancing the financial capacity of the organization. The Head of Finance will lead a team, manage financial reporting, and oversee audit activities, all while fostering a positive work environment and promoting collaboration among team members.

Duties and Responsibilities:
The Head of Finance will be responsible for a wide range of duties, including:
  • Providing reliable strategic and technical advice to MMCO projects and senior management, ensuring informed engagement on financial issues.
  • Advising on cost reduction strategies to maintain financial viability.
  • Participating in the development and implementation of MMCO’s business plan.
  • Reviewing and analyzing financial data for budget proposals and project acquisition.
  • Ensuring adequate financial controls are in place and developing financial management Standard Operating Procedures.
  • Managing accounts receivables and payables, including payroll.
  • Overseeing audit activities and implementing necessary changes to strengthen financial controls.
  • Leading the Finance Unit, establishing objectives and performance indicators.
  • Developing internal capacity in financial accounting and conducting training for stakeholders. 1
  • Promoting a positive work environment and ensuring high standards of conduct.

Required Qualifications:
Candidates must possess strong analytical skills and a deep understanding of financial management principles. They should have experience in providing strategic financial advice and managing financial operations in a complex environment. Proficiency in financial reporting and compliance with international financial regulations is essential. Candidates should also demonstrate leadership capabilities, with experience in managing teams and fostering collaboration. Strong communication skills are necessary to effectively engage with stakeholders and present financial information clearly.

Educational Background:
A relevant educational background is required, typically including a degree in finance, accounting, business administration, or a related field. Professional certifications such as CPA, ACCA, or equivalent are highly desirable and may be preferred for this role.

Experience:
Candidates should have substantial experience in financial management, ideally within an international organization or a similar context. A minimum of 7-10 years of relevant experience is often expected, with a proven track record of managing financial operations and providing strategic financial guidance. Languages:
