In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The National Programme Assistant will play a crucial role in supporting the implementation of the Women’s Financial and Economic Inclusion Programme in Rural Egypt. This position involves working closely with the Programme team to develop and implement effective programmes that align with UN Women’s rules and regulations. The Programme Assistant will contribute to the coordination and follow-up of programme activities, ensuring that objectives are met and providing advice for enhancements as necessary. The role requires collaboration with various partners and stakeholders to facilitate the delivery of field-related activities, ensuring that the programme's visibility and outreach are effectively managed. The assistant will also be responsible for administrative and financial management support, ensuring that all processes are executed efficiently and in compliance with UN Women’s standards.

Duties and Responsibilities:
The National Programme Assistant will be responsible for a wide range of duties, including but not limited to:
  • Supporting the preparation of programme work plans, budgets, and proposals for implementation arrangements.
  • Assembling briefing materials and stories for the programme’s visibility and outreach.
  • Following up with partners on the day-to-day implementation of the programmes.
  • Assisting in the preparations of requests for proposals, quotations, events, and field visits.
  • Establishing and maintaining contact with different partners.
  • Supporting the monitoring of budgets, including unutilized/uncommitted funds, and ensuring thorough follow-up on the programme’s KPIs/indicators.
  • Providing administrative support for audit purposes and implementing audit recommendations.
  • Organizing, compiling, and processing documentation and information from donors and the programme team.
  • Undertaking logistical, administrative, and financial arrangements for meetings, workshops, events, and missions. 1
  • Making travel arrangements for the Programme Team, including travel requisitions and claims. 1
  • Drafting minutes in meetings as delegated. 1
  • Taking timely corrective actions on un-posted vouchers and ensuring organized filing for compliance with UN Women’s regulations. 1
  • Creating requisitions in the Quantum system and processing invoices in a timely manner. 1
  • Monitoring and preparing budgets and finances of programmes/projects, and preparing FACE forms. 1
  • Processing payments for consultants as delegated.

Required Qualifications:
The ideal candidate for the National Programme Assistant position should possess a strong understanding of programme management and administrative processes. They should have the ability to execute administrative transactions efficiently and effectively. The candidate should also demonstrate proficiency in creating, editing, and presenting information in clear and presentable formats. Strong IT skills are essential, as well as the ability to manage data, documents, correspondence, and reports. The candidate should exhibit core values such as integrity, professionalism, and respect for diversity, along with core competencies including awareness and sensitivity regarding gender issues, accountability, creative problem-solving, effective communication, inclusive collaboration, stakeholder engagement, and leading by example.

Educational Background:
Candidates should have a minimum of a bachelor’s degree in a relevant field such as social sciences, international relations, gender studies, or a related discipline. A higher degree would be an advantage, particularly in areas related to gender equality and women's empowerment.

Experience:
The position requires at least 2 years of relevant experience in programme support, administration, or related fields. Experience working with international organizations, particularly in the context of gender equality and women's empowerment, is highly desirable. Familiarity with UN Women’s policies and procedures would be an asset.

Languages:
Fluency in both written and spoken English and Arabic is mandatory. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and partners.
